Chairman Kuranoff called the meeting to order at 7:35 p.m. in the Town Hall
Council Chambers.

Absent: Commissioners Iachenbruch and Yanez
Staff: City Manager George Scarborough, City Engineer Michael Enright,
Secretary Leslie Millin
Gottlieb arrived 7:50 p.m.
B. CONSENT CALENDAR:
Item PP ed - B.1. (Kuranoff - Enright)
Kuranoff requested the Planning Commission minutes of October 24, 1984, page
seven, second to last paragraph, 6th line be amended to include "is hundreds".
Enright requested the Site Development minutes of October 23, 1984 be
amended to correct typographical errors.
MOTION SECONDED AND CARRIED: Moved by Struthers, seconded by Siegel and passed
unanurously to approve the Site Development Committee minutes of October 16,
1984.

unanimously to approve the Site Develop ent Committee minutes of October 23,
1984 and Planning Commission minutes of October 24, 1984 as amended.
There were no public hearings to be scheduled for November 28, 1984 meeting.

Commissioner Struthers reported the City Council held discussion on the Sierra
Club Foundation request; pathway maintenance spraying program; planning technician
position; reminder of the volunteer luncheon on Friday, November 16.
D. PUBLIC HEARINGS:
1. LANDS OF KAVA, FILE #TM 4-82, Stonebrook Drive, (Nowack & Associates) Request
for approval of Tentative Map and Negative Declaration, 2 lots, (continued
from Ober 24, 1984 Planning Commission Meeting)
Mr. Enright reported this iter was continued from the October 24, 1984 meeting
for the site development violation to be resolved, at this time this has not
been resolved, noting staff's recommendation is to continue the public hearing

as the violation has not been resolved. Mr. Enright noted site plans have
been received however they are not satisfactory for approval.
The Public Hearing was then opened.
Mr. Paul Nowack, Engineer, informed emission the grading cut on the site
has been there for 30 years, noting they hired Taaffe Construction to clear
brush in order for the Soils Consultant (Cleary) to perform his investigation.
Mr. Nowwack noted he has never in the past had to obtain a site development
permit to perform a soils investigation, noting hopefully we'll get this
item resolved at the Site Development meeting.
Mr. WaltGregorwich, Air Pollution Control Committee, informed commission of
a very serious drainage concern relating to known problems within this area.
The Public Hearing was then closed.
MOTION SECONDED AND CARRIED: Moved by Struthers, seconded by Carico and
passed unanimously to continue the Lands of Kava, File #TM 4-82 until the
Site Development Violation is resolved; continue to DecEnber 12, 1984.
2. LANDS OF REISER, Int #2, Red Rock Road, Parcel Map #349 M 21, Request
for approval of Site Development Permit for new residence and stable
Mr. Enright referred to staff reports dated November 7th & 8th, recomending
the Planning Commission approve the site developent permit, contingent upon
recamendations of the City Engineer in his report dated November 7, and in
the report dated November 8 by the Staff Planner.
Chairman Kuranoff questioned staff is the applicant wishes additional time
before submitting his site development request as he has already applied for
a building permit in order to give him mare tine to design the residence he
wishes, is this possible? Staff informed commission since the applicant
has applied for a building permit it would keep the time period open for the
applicant to m -design if he wished.
The Public Hearing was then opened.
Mr. Hil Reiser, 27660 Red Rock Road, Thanked Chairman Kuranoff for his con-
sideration, noting he would like to go ahead withthe site development permit
approval tonight, noting if there are any changes, they would be made to the
foot print.
Mr. Glen Taylor, owner of property next to Reiser, concerned over sewage
system, noting he would like to see sewers initiated in this area, as many
septic tank systems are failing. Mr. Taylor asked how the views of the
neighbors would be effected by this proposal?
Mr. David Jansson, 27440 Sherlock Road, informed co mission he is working
on a sewer project to bring sewers into this area, however this probably
wouldn't be for a couple years.

Mr. Keith Borral, 27800 Central Drive, concerned over view, would like some
assurance that existing trees which are blocking my view now will be topped
down and maintained, with regard to new landscaping, would like to be sure
that fast growing trees (redwood) are not allowed.

passed by consensus that the Landscape Plan for the Reiser property be
forwarded to the Site Developmemrt Committee (not full Commission) when submitted.
Camissioners and staff discussed the existing gravel roadway and the proposed
gravel driveway, noting it would not be appropriate to have the applicant
surface the driveway.
MCTICN SECONDED AND CARRIED: Moved by Carico, seconded by xuranoff and
passed unanimously to approve the Site Decelopment Permit for the Lands
of Reiser, Lot #2, Red Rock Road, with conditions frau staff reports dated
November 7th and 8th, 1984, and a new condition that consideration be taken
into account when site development amnittee reviews landscape plan as to
destruction of views on the Borrall property (27800 Central Drive) , by
existing vegetation.
3. LANDS OF LEwIS, FILE #SA 5-84, Lot #3, Canario Way, Request for approval of
Site Approval
Mr. Enright referred to staff report dated November 6, 1984, noting issues
related to this application: 1) access; 2) storm drainage and flooding; 3)
geotechnical and soils investigation; 4) noise; 5) pathways; and 6) visual
and aesthetic considerations. Mr. Enright noted staff recamiends approval
of the Site Approval with conditions of approval listed in the November 6,
1984 staff report
The Public Hearing was then opened.
Mr. Jim Faulk, Engineer, informed o mmissi m they are in agreement with
conditions of approval, however, would like an explanation of what could be
constructed within the suggested conservation easement? Mr. Faulk questioned
when conditions would need to be conpleted?
Mr. Enright indicated as the easenent would require a grant deed, the comis-
SIM could iumpose limitations on what could be construction within easement.
With regard to the time schedule for completion of conditions of approval,
it is one year.
Mr. Tan Barton, Builder, informed commission this is the first he had heard
of the conservation easement, questioning what restrictions are? and what
is the exact location?
Mr. Enright indicated the location is described in Condition 1.B., noting
this would be in the SCVWD easement.
Mr. Scarborough indicated the wording of the easement would need to be
reviewed by the SCVWD, prior to recordation.
Commissioner Struthers indicated in the past we have not deeded property
to the SCVWD, noting the 'Iowan should be m control.

Mr. Scarborough informed commission the Town does not have the ability to
maintain the creeks as well as the SCVWD.
The Public Hearing was then closed.
Passed by consensus to mend Condition I.B. as follows: The owner shall
dedicate to the Town a conservation easement along Deer Creek, following
the same boundary as the proposed storm drainage easement, however separately
described. Proposed driveway and bridge can cross Conservation Easemant.
language of grant deed shall be reviewed and approved by the Santa Clara
Valley Water District prior to recordation.
Passed by consensus to amend Condition S.A. as follows: Septic tank
drainfield shall be in compliance with Town of Los Altos Hills Municipal
Code, Title 6, Chapter 4, and Ta+n standards for private sewage disposal.
This lot will require 400 feet of drainfield plus area for 1008 expansion
and a 1,500 gallon septic tank, according to Santa Clara Canty Environ-
mental Health Services in a letter dated July 2, 1984.
Passed by consensus to amend condition 6.c. by changing 44 feet to 44 inches.

by the following roll call vote to recrnmend approval of the Site Approval
for the Lands of Lewis, File #SA 5-84 with conditions of approval as listed
in November 6, 1984 staff report and as amended.

Commissioner Struthers noted she voted against approval of the Site Approval
because of the dedication to the Santa Clara valley Water District for
maintenance of the creek.
4. LANDS OF CALVO, FILE #TM 5-83, Elena Road, Request for approval of Tentative
Nap, 2 lots
Mr. Enright referred to staff report dated November 7, 1984, noting at the
August 8, 1984 meeting the Ca¢nission adopted a motion to recd mend to the
City Council approval of the Negative Declaration and continued their
consideration of the Tentative Map until such tine as the applicant submitted
plans showing a concept for all potential development on Parcel "B". Staff
recommended the Commission adopt a metion recommending approval of the Tentative
Map with conditions of approval attached to November 7, 1984 staff report.
The Public Hearing was then opened.
Mr. Paul Ncw ck, Engineer, reviewed status of request, noting the applicant
wants to make Parcel "A" a legal lot, noting Parcel "B" will be sold or
whatever, noting he doesn't agree with Condition 6.A. as they are not i tond-
ing to develop this parcel. With regard to pathways, Mr. Nowack indicated
they should be required at the time Parcel "B" is subdivided, noting it doesn't

Mr. Nowack indicated a note could easily be placed on the final map, "does
not have septic tank approval by Santa Clara County Health Department" prior
to recordation.
Commissioners discussed the potential development plans, noting as these were
prepared for assistance only, perhaps a note should be placed on the file copies
that they were not approved and used only for our own planning information based
upon current codes. Commission asked staff to indicate on file copies, and
look into the reason this requirement is in the municipal code and perhaps looking
into removing this criteria.

tank approval by the Santa Clara County Health Department.
MOTION SECONDED AND CARRIED: Moved by Siegel, seconded by Carico and passed
unanimously to recommend approval of the Tentative Map, Lands of Calvo, File #
TM 5-83 with conditions of approval listed in the November 7, 1984 staff report
and as amended.
5. STUDY SESSION: DRAFT SITE DEVEIAP= ORDINANCE AMEIUCgrS TO IAS ALTOS HILLS
MUNICIPAL CODE, TITLE 9, CHAPTER 3, PREPARED BY CONNERLY & ASSOCIATES
Chairman Kuranoff asked commission how they would like to proceed; noting he
would like Commissioner Lachenbruch to be in attendance when we review the draft,
(Lachenbruch out of country and will check on his return before setting specific
date of the review).
L(, MOTION SECONDED AND CARRIED: Moved by Kuranoff, seconded by Struthers and passed
r' unanimously to continue the Study Session to November 28, 1984 so a date may
be set when Commissioner Lachenbruch could be m attendance.
E. OLD BUSINESS:
1. Chairman Kuranoff informed Commissioners code books would be available to
pick up at Tuan Hall on Friday, November 16th.
F. NEW BUSINESS:
1. Coanissioner Struthers reported she attended the meeting regarding Stanford
lands, area between Arastradem & Page Mill for academic reserve open space,
noting they would allow telescopes, Reagan library, etc.
2. commissioners discussed briefly the El Retim property regarding the number
of units to be allowed, commdssim asked the City Manager to get m touch
with the Ens Altos Planning Department regarding the status of El Retim property.
3. Commission asked staff to look into getting the outside lights to function
properly, for safety.
G. ADJOURN'ENT:
There being no further new or old business, the meeting was adjourned at
