MINUTES OF A REGULAR MEETING
Wednesday, November 28, 1984

Chairman Kurano£f called the meeting to order at 7:40 p.m. in the Town Hall
Council Chambers.
A. ROLL, CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Gottlieb, Siegel, Struthers, Yanez
and Chairman Kuranoff
Absent: Cormissioner Lachenbruch
Staff: City Manager George Scarborough; City Engineer Michael Enright;
Staff Planner Nancy Lytle; Secretary Leslie Mullins
B. CONSENT CALENDAR:
Item Removed - B.1. Kuranoff
Kuranoff requested the minutes of November 14, 1984, page two, paragraph 4, sentence 1,
be amended as follows: change "is" to "if". Paragraph 5, last sentence add "not".
MOTION SECOMED AND CARRIED: Moved by Struthers, seconded by Carico and
passed unanimously to approve the minutes of November 14, 1984 as amended.
M17TION SECONDED AND CARRIED: Moved by Gottlieb, seconded by Carico and
passed unanimously to approve remainder to consent calendar, specifically:
1) Setting Public Hearings for December 12, 1984:
1) Lands of Kava, File #TM 4-82
2) Inds of Berry Hill, Unit 11, File #TM 9-84
2) Acceptance for filing Tentative Map

C. REPORT FROM CITY COUNCIL MEETING OF NOJFMBER 21, 1984:
Commissioner Struthers reported the Council held discussion regarding the Lands
of Conlon, drainage concerns from Lands of Anderson subdivision at Natcma and
Altamont Roads; status report on pathway maintenance project; letter from Green
Foothills Co[mittee regarding General Plan Pmencl ent for hillside development;
and tree give away by Environmental Design/Air pollution Committee.

D. PUBLIC HEARINGS:
1. LANDS OF VORO.S, FILE #CUP 5-84, 11800 Page Mill Road, Request for
�,. approval of Conditional. Use Permit for secondary dwelling (continued
from October 24, 1984 meeting)
Mr. Enright reported the c=ission at their October 24, 1984 meeting requested
staff to meet with Environmental Health Services regarding concerns raised over
existing wells, septic leach fields, irrigation, etc. Mr. Enright referred to
a letter received from Art Kaupert, Environmental Health Services dated
November 15, 1984, noting the second leach field (to be used for second unit)
is not necessary for health department approval, however, the lower leach field
is needed to provide a gravity on site sewage disposal system as the main septic
system inlet is higher than the second unit building pad, noting in order to
eliminate the second leach field it would require the use of a pure or raising
the building pad.
Ms. Lytle referred to staff report dated October 19, 1984, noting staff
recd miends the planning commission adopt a motion making required findings for
approving the Use Permit; and a motion adopting Resolution granting approval
of the Use Permit subject to the conditions of approval.
Cannissioners questioned the drainage from the secondary dwelling unit.
Mr. Enright indicated the water will be directed into drainage ditch in road
right of bay.
The Public Hearing was opened and closed with no one speaking for or against
this item.
Commissioners reviewed Ymnicipal Code Section 9-5.1107 regarding required
findings for granting of approval for Use Permit.

2. Draft Site DeVglCPn t Ordinance Pmendmnts to Los Altos Hills Municipal
Code, Title 9, Chapter 3, Prepared by Connerly & Associates
Mr. Scarborough suggested that the Commission have a recammendation available
for the City Council by the second meeting in January regarding the proposed
site development ordinance amen3ments.
Chairman Kuraneff indicated he would like to contact Commissioner Lachenbruch
and set up a meeting to go over all correspondence and the proposed draft
to arrange a packet with all materials incorporated prior to holding a study
session on this subject. Chairmen Kuranoff indicated he would try to arrange
the meeting with Lachenbruch, Scarborough and himself (if scheduled prior to
Saturday - if not Siegel would attend). Kuranoff suggested the study session
be scheduled for Tuesday, December 11 in the late afternoon and re-agendize
the public tearing for Wednesday, December 12 Planning Commission meeting.
Mrs. Mary Stutz, Chairman Pathway Committee informed comission as this is a
public hearing that has been scheduled on the Commissions' agenda for several
meetings that she objected to this item being put off tonights agenda.
Comnissioners discussed holding a sub -committee meeting with Lachenbruch, Kuranoff,
Scarborough and Mary van Tamelen to organize all correspondence and draft submitted
to this date.

MOTION SECONDED AND CARRIED: Moved by yanez, seconded by Struthers and passed
by the following roll call vote to close the public hearing for the draft
site development ordinance amendments and proceed with informal study sessions,
as proposed by Chairman Kuranoff.

Noes: Commissioner Carico

E. OLD BUSINESS:
1. Satellite Dishes
Ms. Lytle referred to staff report dated November 21, 1984 noting at the
October 10, 1984 planning commission meeting, the commission considered a
motion to instruct staff to treat satellite dishes, not larger than 121
in diameter as exempt from development area requirements of the zoning
ordinance, the motion failed at the meeting. Ms. Lytle indicated the cam-
missions primary concerns were off site views and the need for considerate
siting and landscape screening of the dishes. Ms. Lytle indicated that
satellite dishes do not make a material contribution to development on a
property, noting staff requests the commission reconsider the motion to
exemy-t satellite dishes from zoning ordinance development area requirements.
MOTION SECONDED AND CARRIED: Moved by Gottlieb, seconded by Carico and
passed by the following roll call vote to direct staff to prepare an
interim ordinance on satellite dishes (prior to adoption of the proposed
site development ordinance).

MOTION SECONDED AND CARRIED: Moved by Siegel, seconded by Struthers and
passed unanimously to instruct staff that satellite dishes not larger than
12' shall not be deemed a material contribution to Maxim mm Development Area.
The siting of the satellite dish shall be reviewed by staff and applicant
prior to issuance of permits.
F. NEN' BUSINESS:
1. Commissioner Struthers informed commission on actions taken by the City
Council of Ins Altos with regard to E1 Retire, noting they approved the
Planning Commissions recommendation limiting the number of units to 40.
2. Mr. Enright asked ccmm�issim for clarification of requirements for site
development with regard to driveways. Mr. Enright asked if in cases where
a property owner is only making minor modifications to the driveway
with no effect on entrances or exists, does the camission still wish to
require them to go through the site development process?
MOTION SECONDED AND CARRIED: Moved by Carioo, seconded by Gottlieb
and passed by the following roll call vote to direct staff to return
with a list of conditional exceptions and guidelines with regard to
driveways for comaussioners review.

3, Ojai,na„ Kuranoff informed commissioners there is a mm from Peter
Wallace regarding landscape policy guidelines, what is staff's desire
to do with this memo?
Mrs. Stutz, Chairman, Pathway Committee, indicated we have a problem
with landscape policy, noting it should be part of the new site development
ordinance.
Staff indicated they had not yet reviewed the mrmro in detail and would
like to reschedule for discussion.
4. Chairman Kuranoff referred to letter received regarding Use Permit application
for a church on Magdalena (not in Las Altos Hills) asking commission if
they wished to address the letter and send a response?
Oommissioners discussed the traffic volmum on Magdalena as it is very busy
and with another church this would be increased. Commissioners asked
staff to prepare a letter for the Chairrans signature with regard to
drainage, traffic circulation and parking.
