A RESOLUTION OF
THE CITY COUNCIL OF THE TOWN
OF LOS ALTOS HILLS ADOPTING
BUDGET CHANGES FOR FISCAL YEAR 2009
WHEREAS, the City Council of the Town of Los Altos Hills approved and adopted the
Operating and Capital Improvement Program Budget for the Town of Los Altos Hills for
fiscal year 2009 on the 11th of June 2008; and
WHEREAS, the City Council of the Town of Los Altos Hills, subsequent to the budget
approval, directed the City Manager to assume operation of the Town owned Westwind
Barn, an equine boarding facility, at its regularly scheduled meeting on June 11, 2008;
and
WHEREAS, the City Manager was required to recruit and hire a Barn Manager to ensure
continued and reliable operations of the equine boarding program beginning July 1, 2008;
NOW THEREFORE, the City Council of the Town of Los Altos Hills does hereby
resolve as follows:
1. The City Council does hereby approve the schedule of boarding fees and fees
for services rendered at Westwind Barn as set forth in Exhibit A and attached
hereto.
2. The City Council does hereby approve the job description for the position of
Barn Manager as set forth in Exhibit B and attached hereto.
3. The City Council does hereby approve and amend the Town of Los Altos
Hills' adopted Operating and Capital Improvement Program Budget for the
fiscal year 2009 to consist of changes to the revenues, appropriations, and the
employee salary schedule as set forth in Exhibit C and attached hereto.
4. The City Manager is hereby authorized to incorporate these amendments in
the final printed copy of the City Council Adopted Operating and Capital
Improvement Program Budget of the Town of Los Altos Hills for fiscal year
2009.

BARN MANAGER
DEFINITION
Under general supervision or direction, is responsible for daily management of the Westwind
Community Barn including, but not limited to, care of horses boarded in box stalls, paddock, or
pasture; coordinate activities directly concerned with the proper operation of the Barn; oversee
maintenance of the building, arenas, grounds, and equipment. The employee in this category
will work independently and exercise judgment necessary to ensure safety standards, program
scheduling, boarding coordination, and other aspects of the facility are consistent with the
Town's mission for the Barn. Incumbents may provide limited work direction to less
experienced employees in this classification or to contract or seasonal workers. Incumbents may
also provide instruction for equestrian oriented Town parks and recreation programs and classes.
EXAMPLE DUTIES - duties may include, but are not limited to the following:
• Understand and enforce consistently the Town's policies and procedures and the Barn's
rules, regulations, and policies.
• Serve as the Town's primary customer service representative; review and process all
customer service requests and complaints within a framework developed in coordination
with the City Manager.
• Provide for proper care of the horses in terms of feeding, stall cleaning, and fly control.
Supervise or perform feeding of horses and cleaning of stalls in accordance with
operational guidelines.
• Ensure the Town's contractors provide the following daily services in accordance with
their agreement between the Town:
o Feed and water rations
o Box stall cleanout and bedding
o Turnout to the paddocks
• In the event the daily duties are not performed by the Town's contractors for any reason,
incumbent is required to perform and all daily requirements at their regularly scheduled
intervals.
• Perform regular inspections of paddock and pasture fencing and minor repairs thereto.
• Assure cleanliness of bathroom and kitchen. Stock bathroom with paper towels, toilet
paper, and soap. Maintain first aid kits and emergency flashlights.
• Perform or supervise minor repairs as appropriate (fences, waterers, etc.). Notify the City
Manager when more extensive maintenance or improvements are needed.

• Helps create list of annual maintenance, deferred maintenance, and proposed projects.
• Assist in preparation of the annual operating budget.
• Works as site manager during construction, providing the City Manager and boarders
with updates work process, and assuring clean, safe and secure areas for all horses.
• Maintain current boarding agreements, liability release forms, vaccination records, and
all other documents necessary to operate the Barn.
• Schedule, order, purchase, inspect and arrange for storage of hay, shavings, and other
supplies necessary for barn operations. Assure hay stored outside and shavings are
covered when weather dictates. Maintain/replace tarps as needed.
• Schedule and expedite appropriate disposal of manure.
• Assign paddocks and assure users clean paddocks and water tubs weekly during dry
months.
• Develop staffing schedule in coordination with the Town's contractors to perform
necessary duties and ensure that at least one person is on duty to provide necessary horse
care.
• Coordinate regular maintenance of equipment at the facility with appropriate Town staff
member.
ABILITIES
• Ability to perform essential physical functions with or without accommodation. These
essential functions include,but are not limited to, the following:
Intermittently sit while driving, operating equipment, or completing forms/work
papers; stand, bend, squat, climb, kneel, twist and reach while inspecting or
repairing, clearing, and using various tools and equipment; perform simple and
Power grasping, Pushing, Pulling� and fine manipulation; and lift or cany weight
of 50 pounds or less.
• Possess leadership skills and enthusiasm for community based recreational programs and
activities.
• Demonstrate superior organizational and planning skills.
• Exhibit a high level of self-motivation.

• Understand and monitor budgets.
MINIMUM QUALIFICATIONS
• Education and Experience:
o Minimum of 1 year (30 semester units) of undergraduate or graduate studies in
equine science, veterinary science, or closely related field; and
o Minimum of 2 years management experience in an equestrian boarding facility.
Significant experience may substitute for education requirement.
• Valid Class C California Drivers License and minimum required automobile liability
insurance.
