PRESENTATIONS FROM THE FLOOR Persons wishing to address the Commission on any subject not on the agenda are invited to do so now. Please note, however, that the Commission is not able to undertake extended discussion or take action tonight on non-agendized items. Such items will be referred to staff or placed on the agenda for a future meeting. 3. PUBLIC HEARINGS Persons wishing to address the Commission should obtain a copy of the request form located at the table at the back of the Council Chambers and leave the completed form at the podium: this ensures that names and addresses are recorded accurately in the minutes. Please limit remarks to three minutes. This will assure time for all persons wishing to speak. Also, in the interests of time, please avoid redundancy with remarks made by previous speakers. If a large group wishes to express its views, the group should try to have one spokesperson. If you challenge the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described below, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing. All applications approved or denied at tonight's Planning Commission meeting are subject to a 22 day waiting period during which any member of the City Council may initiate a Council review, or any member of the public may appeal the Planning Commission decision. 3.1 MANDATORY UPDATE OF THE HOUSING ELEMENT OF THE GENERAL PLAN AND NEGATIVE DECLARATION. One of the mandatory elements of a General Plan is a Housing Element that analyzes housing needs and adopts goals, policies, programs and quantified objectives to provide for housing needs. State law requires each town, city, and county to prepare a Housing Element that must be updated once every five years. The 2002 Housing Element is the statutory update of the Town's Housing Element which was adopted by the Town and certified by the State in 1998. The Housing Element Update is subject to CEQA and an Initial Study and Negative Declaration has been prepared for public review and comment. 4 Planning Commission Agenda April 11, 2002 Page 2 3.2 THE PROJECT CONSISTS OF AN AMENDMENT TO THE TOWN GENERAL PLAN PATHWAY ELEMENT MASTER PATH PLAN OF 1981 DELETING A LOCAL OFF-ROAD PATH ROUTE AND VACATION OF A PUBLIC OFF-ROAD PATH EASEMENT (NOT OPEN FOR PUBLIC USE) LOCATED AT 27125 TAAFFE ROAD, LANDS OF CARSE. 3.3 LANDS OF DUBEY, 26475 Ascension Drive (187-01-ZP-SD-GD); A request for a Site Development Permit for new residence (continued from the March 19, 2002 Fast Track hearing). 3.4 LANDS OF MONTEBELLO DEVELOPMENT, 27855 Moody Road (32-02-ZP- SD); A request for a Site Development Permit for a landscape screening plan and re -vegetation plan. 3.5 Los Altos Hills Municipal Code and Policy Review Committee Presentation to the Planning Commission with regard to the following Municipal Code Sections: I. Outdoor Lighting (Section 10-2.10) II. Structure Colors and Materials (Section 10-2.702, 4, iii) III. Landscaping (Section 10-2.8) IV.
