Council Chambers, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Hubbard called the Adjourned Regular Meeting of the City to order at 5:00 p.m. in the Council Chambers at Town Hall. 2. Present: Mayor Hubbard and Councilmembers Casey, Dauber, Johnson and Siegel Staff: City Manager/City Engineer Jeff Peterson and City Clerk Pat Dowd Press: None Finance Jim Steiner, Chairman; Art Bernstein, David Struthers and Committee: Lew Throop A. 1996 Accomplishments The Finance Committee submitted a summary of 1996 acitivities and accomplishments. Their report noted that the committee had reviewed and commented on the following topics: 1) 1996-97 Annual Operating Budget; 2)199697 Capital Improvement Budget; 3) 1996 Auditors comments; 4) Building Fees (May 1996); 5) Finance Software System Request for Proposals and Purchase Recommendation; 6) Various financial reports (mid -year, annual comprehensive, etc.) and 7) began discussion of reserves policy recommendation to the City Council. Jim Steiner, Chairman, addressed the reserve policy and said the committee hoped to have a recommendation to the Council by spring. This recommendation would include in what categories the reserves should be held, the appropriate amount of reserves and a comparison with the Town's funds. Febmary 5, 1997 Adjourned City Council Meeting `, B. Goals and Objectives for 1997 The committee listed the following goals for 1997:1) review and comment on the annual budgets, reports and audits as a routine goal for the year; 2) complete the recommendations to the City Council regarding a reserves policy for prospective adoption and 3) review Town fees structures as may be directed by the City Council. A discussion was held on the fee structure of the Town including a definition of costs and a review of the total process. Comments were made that developers should not pay for Town services yet residents should not pay for developers' projects. It was agreed that staff would submit certain assumptions with dollar figures to the Finance Committee on the fee structure and the Committee would then make recommendations based on those assumptions. It was further agreed to add an additional goal for 1997, specifically "Community Outreach". This would include educating the public, writing newsletter articles on the Town's finances, etc. To this end, Council asked the committee to submit an article for the upcoming newsletter on the Town's capital budget. C. Discussion of specific items brought up by committee and Council Members or introduced in the goals and objectives Siegel recommended that the Town look into a two-year budget as a more efficient way of handling this task. Dauber asked that pass through monies be identified and was advised that this would be done this year. Casey stated that she wanted to see the Finance Committee take a more proactive role and review several Town issues such as contracts and private/public roads. Siegel cautioned that the committee's review of each contract could seriously delay progress but the private/ public road issue might be a good one for their comment and review. Jim Steiner, Chairman, asked that the Council specifically direct the committee to review and comment on issues such as the private/ public road matter so the committee could agendize these matters and deal with them in a timely manner. D. Council approval of 1997 Goals and Objectives Council approved the Finance's Committee's goals with the addition of community outreach. February 5, 1997 Adjourned City Council Meeting LM 3.
