City Council Adjourned Regular Meeting
Wednesday, March 5,1997,5:00 P.M.

CALL TO ORDER AND ROLL CALL
Mayor Hubbard called the Adjourned Regular Meeting of the City to order at
5:05 p.m. in the Council Chambers at Town Hall.

2. PATHWAYS, RECREATION AND PARKS COMMITTEE:
A. 1996 Accomplishments
Les Earnest, Chairman, reported on the following accomplishments in 1996: made
pathway recommendations on 55 major construction projects; updated pathway
element of the General Plan, created list of streets that were to have paths on both sides;
continued work on Master Path Plan (approximately a two year project); updated
pathway map; followed up with Caltrans and County road authorities to ensure that
planned improvements to bikeways on Page Mill Road near 1-280 are completed
(should be done this summer); and succeeded in obtaining easement donations for
paths. Concerning the Master Bicycle Plan the committee had learned that outside
funding was available and they planned to contact the County for additional
information. Council cautioned that the paperwork and staff time involved in applying
for some of this funding could result in the project not being cost effective. Reports had
been submitted by the committee on pathway standards and in lieu fees for pathways
but to date no action had been taken on them. Committee members were presently
L working with the Board of Hidden Villa concerning the path connection through the

`• B. Goals and Objectives for 1997
Les Earnest, Chairman, listed the following as the committee's goals for 1997: continue
work on the in lieu fees for pathway issue, the engineering standards for pathways, the
Master Bicycle Plan and the Master Pathway Plan; work with staff to compile a new
Town pathway map using Autocad overlays; assist staff in putting Master Path Plan for
both on -road and off-road routes in the computer together with an overlay showing
pathway easements; continue discussions on path through Hidden Villa; monitor
improvements on bikeways on Page Mill and 280; work on a path construction priority
list; and prioritize pathway maintenance list.
C. Discussion of specific items brought up by committee and Council
Members or introduced in the goals and objectives
The issue of maintenance requests and timely responses was raised and the Chairman
of the Committee agreed he would review the matter with staff. The issue of blocked
paths and no action being taken to resolve such situations was also raised and it was
agreed the Public Works Manager would report on these paths. Identification of paths
was also raised as an issue to be reviewed. The City Manager commented that it was
important for everyone involved to make realistic goals. With the limited number of
staff and variety of important issues to deal with, it was much better to work on a
certain number of viable projects and see them accomplished.
D. Council approval of 1997 Goals and Objectives
Council approved the Pathways, Recreation and Parks Committee's goals for 1997 and
thanked them for all of their contributions to the Town during the past year.

There being no further new or old business to discuss, the City Council Meeting
was adjourned at 6:00 p.m.
