City Council and Planning Commission Meeting
Wednesday, July 17,1996,5:00 P.M.

1. CALL TO ORDER. ROLL CALL, AND PLEDGE OF ALLEGIANCE
Mayor Hubbard called the Adjourned Regular Meeting of the City Council
and Planning Commission to order at 5:15 p.m. in the Council Chambers at
Town Hall.
Present: Mayor Hubbard and Councilmembers Casey, Dauber and
Johnson
Planning Commissioners Cheng, Doran, Gottlieb,
Jinkerson, Schreiner and Stutz
Absent: Councilmember Siegel and Planning Commissioner
Finn
Staff: City Manager/City Engineer Jeff Peterson, City Attorney
Sandy Sloan, Planning Director Curtis Williams, Public
Works Manager Ed Taylor and City Clerk Pat Dowd

2. STUDY SESSION: WIRELESS COMMUNICATIONS FACILITIES POLICY
The Planning Director reviewed his staff report and draft policy on the wireless
communications facilities. This policy addressed: priorities for siting, siting on
residential parcels, collocation, landscape screening and color, environmental
review, antenna master plans and terms of permits and abandonment of sites. It
was also noted in the report that there are currently three wireless communications
facilities located in the Town as well as a request for the installation of antenna
panels on Foothill College. Several other applications are also pending. With the
expanding needs of the telecomunications industry, it was considered necessary for
the Town to establish policies to address these requests in an equitable manner
while also protecting the rights of the residents.

♦ Council discussed the various issues raised in the draft policy. Casey particularly
commented on the siting on residential parcels. She thought the most important
factors were the least visual impact and the best location technologically. Therefore
she did not concur with the wording that such facililities shall be not be permitted
on residental properties unless certain conditions had been met by the carrier. Casey
believed this delivered a strong, negative message and she did not agree with this
wording. Hubbard and Johnson did not agree with Casey's concerns. They did not
think this was a negative message. Other issues discussed in particular were terms
of permits and abandonment of sites and concurrence was reached with the draft
policy.
PASSED BY CONSENSUS: To schedule the proposed policy on the Wireless
Communications Facilities for Council approval and to invite the
telecommunications representatives to attend that Council Meeting.

There being no further new or old business to discuss, the City Council
Meeting was adjourned at 6:05 p.m.
