City Council Meeting
Tuesday, June 14,1993,3:00 P.M.

CALL TO ORDER ROLL CALL., AND PLEDGE OF ALLEGIANCE
Mayor Johnson called the Adjourned Regular Meeting of the City Council to
order at 3:05 p.m, in the Council Chambers at Town Hall.
Present: Mayor Johnson and Councilmembers Dauber, Hubbard,
Siegel and Tryon
Absent: None
Staff: City Manager Les M. Jones, II, Planning Director Linda
Niles, Director of Public Works Jeff Peterson, City
Treasurer Louise Parmett, Financial Consultant Janice
Bohman and City Clerk Pat Dowd
REVIEW OF PROPOSED OPERATING BUDGET FOR FISCAL YEAR
1994-95
James Steiner, Chairman - Finance Committee, referred to the minutes of
their June 13 meeting. The committee had reviewed the proposed budget and
recommended acceptance of said budget. One issue which the committee did
feel needed further review was that of staffing and/or consulting. They noted
the trend toward increasing staff rather than contracting out for services.
Presently there was an increase in the workload but this may change and they
recommended this issue be reviewed.
Council reviewed the proposed budget. It was noted that the Solid Waste
budget was up 573,000 and there was a slight increase in business licenses and
weed abatement. On the subject of cost of living increase it was agreed the
City Manager would provide the Council with additional consumer price
index information at the next budget meeting.

Adjourned Regular :Meeting
In the Community Services Budget it was agreed to include $500 for the
�. Chamber of Commerce, and $1,500 for the Childrens' Shelter. On the subject
of the proposed mediation program proposed by Los Altos Tomorrow it was
agreed to obtain more information about the mediation services presently
available from the County to ascertain if this was a possible duplication of
efforts. Concerning Joint Venture it was noted that the request for $2,500
included the notation that while the money would be budgeted at this time, it
would not be distributed until after mid -year budget review.
MOTION SECONDED AND FAILED: Moved by Dauber, seconded by Johnson
and failed by the following roll call vote to change the proposed $2500
contribution to Joint Venture to $1,000.
AYES: Mayor Johnson and Councilmember Dauber
NOES: COnnCllnlernbers Hubbard, Siegel and Tryon
MOTION SECONDED AND CARRIED: Moved by Dauber, seconded by
Hubbard and passed unanimously to delete the $1,000 for the Town Float
Project in the Town Committees Budget with the notation that last year the
Council had agreed that this year's float project, if it was undertaken, would
be sponsored by community involvement.
PASSED BY CONSENSUS: To add $3,600 to the Town Committees budget for
volunteer recognition (an annual event thanking the Town's volunteers)
and to change the $5,1100 printing item to 5500.
Council commented on the high cost of communications for police services
and suggested reviewing alternatives and lurther recommended that the
Little League be motivated to reducing their water costs.
Tryon left the Council Meeting at 5:30 p.m.
PASSED BY CONSENSUS: To authorize 55,000 to pay the cost of asphating
the Town parking lot. (Councilmember Siegel abstained from this vote
suggesting that alternatives be investigated)
Hubbard inquired as to the status of the proposed entrance to Town Hall off
Fremont and it was agreed to defer this discussion to a meeting at which all of
the Councilmembers were present.

Meeting was adjourned at 5:45 p.m.
