City Council Meeting
Wednesday, July 20, 1994, 5:00 P.M.

1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
Mayor Dauber called the Regular Meeting of the City Council to order at 5:00
p.m. in the Council Chambers at Town Hall.
Present: Mayor Dauber and Councilmembers Hubbard, Johnson,
Siegel and Tryon
Absent: None
Staff: City Manager Les M. Jones, II, City Attorney Sandy Sloan,
Director of Public Works Jeff Peterson and City Clerk Pat
Dowd

2. DISCUSSION OF ANNUAL FIRE ABATEMENT PROCESS
Karen Jost, member of the Los Altos County Fire Protection Commission,
addressed the Council giving an historical overview of the manner in which
weed abatement was currently being handled. This process involved the
intial contact by the Los Altos Fire Chief to the residents concerning weed
abatement and the subsequent placement of weed abatement charges on their
property tax bills if they chose to have the Town do the weed abatement. Jost
then explained the weed abatement program offered by the County, noting
that it was extremely efficient and cost-effective. She addressed the process of
declaring the weeds a nuisance, sending notices to the property owners,
abating the nuisance and holding hearings. Jost stated that one of the reasons
the County's program was so cost-effective was because of the volume of their
weed abatement projects and the resulting good bids they were able to obtain.

Adjourned Regular Meeting
The City Attorney explained that the Fire District could contract with the
�. County for weed abatement services within the District. An ordinance would
have to be adopted setting forth the procedure (declaring the weeds a
nuisance, sending notices to the property owners, abating the nuisance and
holding hearings) and the Town would have to amend its Municipal Code.
John Toth, Santa Clara County Weed Abatement Inspector, gave an overview
of the County's weed abatement schedule. He noted that discing was done
twice a year and herbicides were not used around homes if that was what the
jurisdiction requested. Also they were looking into brush removal and a
report would be made at a later date on that issue.
Council agreed that an agreement should be entered into with the County for
weed abatement services with the County as the lead agency. As a matter of
policy no herbicides would be used around homes, no discing within ten feet
of pathways and spraying only along roadsides. It was further agreed that the
City Attorney and Councilmembers and Members of the Los Altos County
Fire Protection Commission Hubbard and Siegel would work with the
County representatives on the appropriate wording of the agreement.
MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by
Hubbard and passed unanimously to agree that the Los Altos County Fire
` Protection Distict should enter into an agreement with Santa Clara County for
`r weed abatement services with the County as the lead agency and to direct the
City Attorney to bring back an ordinance modification reflecting this motion.

Meeting was adjourned at 5:45 p.m.
