Council Chambers, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Pro Tem Johnson called the Adjourned Regular Meeting of the City Council to order at 5:10 p.m. in the Council Chambers at Town Hall. Present: Mayor Pro Tem Johnson and Councilmembers Dauber, Hubbard and Siegel Absent: Mayor Tryon Staff: City Manager Les Jones, II, Director of Public Works Jeff Peterson and City Clerk Pat Dowd Press: Bill Kisliuk, Los Altos Town Crier 2. SOLID WASTE ISSUES Johnson reported that he had spoken with the Mayor who was unable to attend this meeting but who had shared the following comments: 1) she would like to see comprehensive service - everything picked up at curbside on different days; and 2) she was opposed to charging for use of yardwaste site on Purissima. Johnson did note that the comprehensive service would be very expensive. Siegel believed the priority was to get the new rates into effect. The Town needed to recover approximately $150,000 for the rates which had been too low, landfill costs and types of service provided. Siegel further commented that the Town should have a curbside plan in effect by say 1994. He did not feel comfortable with charging for the yardwaste site and thereby lessening the services provided at the same time as raising the rates. Siegel also stated that he believed a five-year franchise was too long. Dauber noted that the cost of recycling had been more expensive than the Town had thought it would be. She further believed that the costs should be less complicated (figures rounded up to the next dollar) and those with more garbage should pay more. She noted that there was no advantage to a monthly billing. As it was now with quarterly billing the bill was not past due until the next quarter. It would make sense to have a quarterly bill due in 30 days. Dauber asked what incentive there was for the garbage company to create new ways to recycle as they would lose business by doing so. Hubbard asked about the costs of the recycling program and was advised that the garbage company was working on this information. He further noted that presently the yardwaste site was being subsidized by the Town in part because there were no land costs involved. Jon Angin, General Manager - Los Altos Garbage Company, commented, in response to a suggestion from Siegel that delinquent bills be put on property tax bills, that this is the process in Cupertino. Bills are sent as well as follow up letters and then the matter goes to collection. In general he noted the worst offenders were commercial accounts. Mr. Angin also commented on the debris box rate noting that this was an on call service and was difficult to predict from month to month. He further noted that backyard service was an expensive type of recycling. Also the commingling of materials tended to increase participation yet there was the additional cost of later separating the materials. In response to Siegel's comments about the length of the franchise agreement, Mr. Angin noted that in 1990 it cost $300,000 to implement the �, recycling program. At that time he had asked for an extension of the franchise agreement for ten years. There was consensus among the Councilmembers present that there would be mandatory pickup. It was further agreed that the sub -committee (Hubbard and Johnson) would schedule another meeting to discuss the issues raised at this meeting. 3. PRESENTATIONS FROM THE FLOOR 4.
