Council Chambers 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Johnson called the Adjourned Regular Meeting of the City Council to order at 4:45 p.m. in the Council Chambers at Town Hall. Present: Mayor Johnson and Councilmembers Dauber, Hubbard, Siegel and Tryon Absent: None Staff: City Manager Les M. Jones, II, City Attorney Sandy Sloan, r+ Tom Murtha (City Attorney's office) and City Clerk Pat Dowd Press: Jan Shaw, Los Altos Town Crier 2. REVIEW OF SOLID WASTE FRANCHISE AGREEMENT Tom Murtha noted that there were several outstanding issues which need to be resolved. These included: identification of material costs which can increase during the course of the contract, reports that the Los Altos Garbage Company will provide to the Town on a monthly/annual basis (this includes a complaint log and response report); and length of contract. Jon Angin, Los Altos Garbage Company, explained how they presently handle complaints. Basically it is a list of all phone calls received but a new program could be put in place if Council wished. On the subject of the length of the contract, it was his direction not to consider a contract of less than ten years. This length of time represented five years of renewal of present contract and 5 years of new service and allowed for capital expenditures (i.e. equipment) for programs. September 1, 1993 Adjourned Regular Meeting Council discussed several issues including the hours at which collection is begun in the Town. While it is not supposed to begin before 7:00 a.m. it often does and this really depends on the goodwill of the company in enforcing. Regarding citizens complaints it was noted that perhaps this could be brought to everyone's attention through the newsletter by asking them to let the Town know (perhaps through the Environmental Design and Protection Committee) if they had a problem with the garbage company. It was agreed to add the citizens complaint procedure to the agreement. The issue of yardwaste was also addressed. 3. PRESENTATIONS FROM THE FLOOR Mrs. Sonja Jensen, 13830 Campo Vista, addressed the Council concerning her complaints with the garbage company including what they will or will not pick up for recycling. 4.
