City Council Meeting
Wednesday, September 14,1993,4:30 P.M.

1. CALL TO ORDER AND ROLL CALL
Mayor Johnson called the Adjourned Regular Meeting of the City Council to
order at 4:45 p.m. in the Council Chambers at Town Hall.
Present: Mayor Johnson and Councilmembers Dauber, Hubbard
Siegel and Tryon
Absent: None
Staff: City Manager Les Jones, 11 and City Clerk Pat Dowd
g 2. MEETING WITH COMMUNITY RELATIONS COMMITTEE TO
fit' DISCUSS GOALS AND OBJECTIVES FOR 1993-94
Roger Burnell, Chairman of the Community Relations Committee,
introduced the members of his committee who were present: Karen Ammer,
Jay Jenson, Gail Solomon and Lois Tierney. He distributed copies of their
organizational chart which also showed responsibility for various activities, a
report on their charges and a semi-annual report.
The first item discussed was the Town Pathways Day scheduled for Sunday,
October 3rd. Gail Solomon, as sub -committee chair of this event, explained
the planning that had been done including selection and condition of paths
and routes. Roger Burnell commented on the Town Float project. Presently
it was in storage at the Town Barn but a place was needed to assemble it and it
would have to be an area that was secure. He noted that the present budget
allocated $500 for the float but he stated that they would need $1,000 to put a
float in the Festival of Lights Parade. He addressed towing needs and rental of

base. They had asked for a change in the requirement for towing by certain
i types of vehicles but that issue had not be resolved as of this date. Mr.
fir' Burnell also commented on the agreement to participate in the San Jose
Parade last year in exchange for the cost of certain equipment. As it turned
out the San Jose Parade was rained out last year but they planned to
participate this year. Council raised the issue of insurance and agreed that all
issues related to participating in the San Jose Parade should be stated in a
written agreement so that everyone would be quite clear on what was
involved. Hubbard stated that he would like to see contributions made by the
community toward a Float and Dauber suggested a "Friends of the Float"
drive to raise money for the float. She believed the Town could provide the
basic structure but if the Town's residents wanted a float they could provide
the rest (flat bed, storage, towing, etc.).
MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by
Hubbard and passed by the following roll call vote to increase the budget
amount for the Town Float to $1,000 on a one-time basis with the proviso
that actual support for the project will have to be forthcoming from the
community.
AYES: Mayor Johnson and Councilmembers Hubbard, Siegel and Tryon
NOES: Mayor Pro Tem Dauber
CAr Dauber stated that she was not in agreement with raising this budget to $1,000
Mr. Burnell reported that the newsletter was near completion. He did note
that the committee believed this project may well be overmanaged. He
understood that the City Manager and City Attorney and of course the
subcommittee of the Council on the newsletter had to review the newsletter
before it went to print but the process did seem rather unorganized. Siegel
suggested that perhaps the newsletter should be done by the staff and noted
that it was quite important that Council decide what articles should be
included. It was agreed that Roger Burnell, Karen Ammer, subcommittee
chair of newsletter, and Council subcommittee members Dauber and Siegel
would meet to discuss the newsletter including procedure, timing, etc.
On the subject of the S'bring in the Hills Event, Mr. Burnell noted that
attendance was down last year. Dauber suggested that it be an informal event
and it should be combined with a community fair and a welcome party for
new residents. The name and the time of year could remain the same.
Council concurred with this suggestion. As it was nearing the time to begin

the regularly scheduled meeting of the City Council at 6:00 p.m., the subject of
the handbook was only briefly discussed. Mr. Burnell referred to his semi-
annual report which addressed this issue. He referred to confusion between
the Community Relations Committee working on a draft handbook
document with other members of the community including the chairmen of
the other standing committees, Town Historian, etc. and the Council
subcommittee on the handbook.

There being no further new or old business to discuss, the City Council
Meeting was adjourned at 6:00 p.m.
