City Council Adjourned Regular
Meeting
Wednesday, June 22, 1992, 5:00 P.M.

1. CALL TO ORDER AND ROLL CALL
Mayor Hubbard called the Adjourned Regular Meeting of the City Council to
order at 5:10 p.m. in the Council Chambers at Town Hall.
Present: Mayor Hubbard and Councilmembers Johnson, Siegel
and Tryon
Absent: Councilmember Casey

Director of Public Works Jeff Peterson, City Treasurer
Louise Parmett, Financial Consultant Janice Bohman,
Office Manager Karen Jost and City Clerk Pat Dowd.

2. STUDY SESSION - 1992-93 TOWN BUDGET
The City Manager discussed the impact of the State Budget on cities, including
the issues of ABS monies, property taxes and the direct impact on the Town's
budget. Siegel requested that page 11 of the budget include a separate line
item for AB8 funds.
Council proceeded to discuss the issue of transfers in and transfers out, the
number of people on the maintenance crew, the policy on curbs, the
outlining of the status of projects as well as identification of project deadlines.
Tryon referred to the 5.5% interest on the Town's invested funds referred to
on page six of the proposed budget and recommended this figure be watched

carefully. She believed it was wiser to be conservative rather than to over
project. Hubbard suggested one crew person's time be totally devoted to the
paths and also asked if Council was comfortable with going into the Town's
reserves. Siegel asked for identification of the list of employees (who did
what, worked part time, full time, etc.).
Elayne Dauber, 27930 Roble Alto, commented that the bulk of the path work
took place in a couple of months and she recommended contracting it out.
Council also discussed planning fees including billable hours for staff time
and consultants and recommended that on page 8 of the proposed budget the
word 'outlook' be changed to 'estimated' and a new column be added for FY
1992-93. Johnson commented that he believed it was important to find out
exactly what the overhead was to know how to charge it correctly. Council
suggested that a survey be done with other similar cities such as Woodside,
Portola Valley, Ross to compare the cost of building fees and garbage rates.
Siegel also suggested removing the streets and drainage funds from the listing
of separate funds and inquired about the cost of business licenses for realtors.
Tryon asked if the rates had been increased by the Purissima Hills Water
District and if they had then the Town according to the lease agreement could
raise their rent. She commented on the good working relationship between
the Town and the Purissima Hills Water District but also did not believe that
the Town should be subsidizing another government agency. Geology and
engineering charges were also discussed by Council.
MOTION SECONDED AND CARRIED: Moved by Sigel, seconded by Johnson
and passed unanimously by all members present to direct the City Manager to
adjust the planning fees to reach full cost recovery and to prepare a report to
be brought back to the Council.
The City Manager raised the subject of a cellular phone site in the Town and
asked if Council was in favor of his continuing discussions with the firm
making this request. He noted that the requested site was near the Sun Cable
TV site and it would be a revenue making opportunity. Council agreed with
Tryon's comments in favor of continuing discussions, noting that the issues
of health, safety and aesthetics should all be addressed.
