CALL TO ORDER, ROLL CALL, AND PLEDGE OF :ALLEGIANCE Mayor Tryon called the Adjourned Regular Meeting of the City Council to order at 5:00 p.m. in the Council Chambers at Town Hall. Present: Mayor Tryon and Councilmembers Dauber,Hubbard, and Johnson Absent: Councilmember Siegel Staff: City Manager Les Jones,II, Town Planner Linda Niles, Director of Public Works Jeff Peterson, Louise Parmett,Finance Officer,Janice Bohman, Finance Consultant Press: None 2. FY 92-93 BUDGET UPDATE City Manager reviewed the October budget update. He said that the direct impact to the Town as a result of the adoption of the State budget was a reduction of$45,000 in property tax revenue and$3,600 in cigarette tax revenue. Replying to an inquiry from Dauber, he said that carry-overs did not include income, but that income was rescheduled for the next year. Dauber suggested that a number be assigned to each line of a budget which would include the year of approval. City Manager told the Council that staff had held off on hiring because of the commitment of funds and that he took responsibility for having made that decision. OCTOBER 21, 1992 -1- City Manager discussed the Stonebrook Pathway Extension,costing$50,000. He said that when trucks are going by it is very dangerous and he suggested initiating a truck fee system,whereby there would be a minimum number of trucks allowed for a project and then a fee would apply for trucks over the minimum. Fees collected would go toward repairing streets. Director of Public Works told Council that because of the drought many roads in the Town had very deep cracks, and that when the rains finally come, these cracks will cause large and expensive repair problems. He explained staff was analyzing the situation within the fee structuring analysis,but informed Council that more money would be required for next year. Finance Consultant said the 1st Quarter Report as of September 30, 1992 was in the final draft stages and would be ready for review during the first meeting in November. MOTION SECONDED AND CARRIED—Moved by Hubbard, seconded by Johnson, and passed unanimously by all members present to approve the budget update as presented. 3. PRESENTATIONS FROM THE FLOOR There were no presentations from the floor. 4.
