City Council Meeting
Wednesday, November 4, 1992, 4:30 P.M.
Council Chambers, 26379 Fremont Road
1. CALL TO ORDER AND ROLL CALL
Mayor Tryon called the Regular Meeting of the City Council to order at 4:35
p.m. in the Council Chambers at Town Hall.
Present: Mayor Tryon and Councilmembers Dauber, Hubbard,
Johnson and Siegel
Absent: None
Staff: City Manager Les M. Jones, 11, Director of Public Works
Jeff Peterson, Town Planner Linda Niles and City Clerk
Pat Dowd

2. PRESENTATIONS BY THE SANTA CLARA VALLEY WATER
DISTRICT
Stan Wolfe, Randy Tally, Scott Wilson and Steve Smith were present from
the Santa Clara Valley Water District and addressed several items of interest.
By way of background they explained that the District was formed in 1951 and
the County was divided into five zones. Los Altos Hills was in the Northwest
zone. The goal of the District was to solve flooding problems and erosion.
They referred to their new brochure and explained the permit process. It was
further noted that the Santa Clara Valley Water District would not maintain a
creek they did not have title to unless it was an emergency situation. For
Council's reference they had maps available at their office showing what
creeks they had title to. Concerning FEMA it was pointed out that the Town
had the primary relationship with FEMA and the Water District served as a
technical advisor. The Town was in compliance with FEMA's policies by its

lbw Municipal Code specifically Ordinance #256. The representatives from the
Water District also commented on the three issues of importance when
reviewing a project: community acceptance, aesthetics and the recreational
element. They stated that they would not build a project which was not
acceptable. Several areas of particular interest were mentioned including the
Hau project at Fremont and Edith, the status of drainage on Adobe, the area of
Foothill College and Elena, and Adobe Creek. It was agreed that the
representatives from the Santa Clara Valley Water District would attend a
regularly scheduled Council Meeting as soon as possible to address these
projects and notices would be posted for that meeting.
3. PRESENTATION BY CAPTAIN ROBERT WILSON OF THE
SHERIFF'S DEPARTMENT - WESTSIDE STATION
Captain Wilson reported on several public safety issues. On the subject of
burglaries in the Town, he noted that they appeared to be done by people
familiar with the Town especially since access was not easy and there were
not many thru streets. He commented that strange cars should be reported
immediately. Presently the response time was seven to eight minutes and
once the new computer system was in place (February or March) this response
time should be reduced by approximately thirty seconds. In the near future
Town Hall would also be able to get on line with this computer system.
Tryon noted that visibility and response time were two important issues to
residents and suggested that deputies also spend some time off the main
roads for higher visibility. Captain Wilson commented that the Town did
not pay for a full-time officer but rather the officer was regionalized and his
hours were balanced out with the other cities he patrolled. The same
deputies were assigned to Los Altos Hills for three year periods. A discussion
also took place concerning people needing assistance during an emergency
and Captain Wilson reported that presently they were working on the costs
and protocol of this program. Tryon suggested this also be addressed by the
Disaster Council when it meets. On the subject of false alarms Council agreed
that the charges imposed by the Town should cover all costs. Dauber
recommended that that the Council be kept informed of patterns of accidents,
crimes, etc. in the Town and it was agreed that the City Manager would
review the reports provided by the Sheriff's Department and report to the
Council on any developing patterns.

5. ADJOURNMENT
There being no further new or old business to discuss, the City Council
Meeting was adjourned at 6:30 p.m.
