Council Chambers, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Tryon called the Adjourned Regular Meeting of the City Council to order at 5:10 p.m. in the Council Chambers at Town Hall. Present: Mayor Tryon and Councilmembers Hubbard, Johnson and Siegel Absent: Councilmember Dauber Staff: City Manager Les M. Jones, II, City Attorney Sandy Sloan, Town Planner Linda Niles and City Clerk Pat Dowd Press: Marcia Lepler and David Wallace, Los Altos Town Crier 2. HOUSING ELEMENT DISCUSSION Tryon asked what the Town could do to address the housing issue and also what the Town could do on a regional basis on this subject. She commented that Los Altos Hills had special circumstances and should work with other cities toward a solution. As a step toward this Council had before them a resolution addressing a regional approach toward the solution of the State's housing needs. MOTION SECONDED AND CARRIED: Moved by Johnson, seconded by Hubbard and passed unanimously by all members present to adopt Resolution #50-92 stating in part "Cooperative agreements between jurisdictions that best accomplish regional mandates for the provision of affordable housing shall be considered by the Department of Housing and Community Development in assessing cities' compliance with affordable housing requirements." The Town Planner addressed the schedule for review of the General Plan and in particular the housing element. The Planning Commission was December 2, 1992 Adjourned Regular Meeting 1 accelerating its review of the General Plan and a workshop on the housing element was scheduled for February 4th. The entire General Plan should be brought to the Council by the end of spring. Siegel referred to the 1990 census information and asked if there were any new trends in the Town, such as an increase in the number of seniors, etc. He further commented that California was not generating enough housing for its population. However, the law was not taking into account land prices and therefore secondary dwellings were particularly important. He suggested a confidential letter to residents asking for information about the number of secondary dwellings in Town, the rent paid, etc. Siegel also recommended reducing the amount of maximum development area and maximum floor area on lots that apply for maximum allowables, so that secondary dwellings could be included. Another suggestion Siegel made was to charge a fee of $1.00 per square foot for affordable housing when issuing a building permit. Hubbard suggested the possibility of in lieu fees or monies from the General Fund to make a contribution to organizations such as the Habitat for Humanity. He also suggested excluding the square footage for secondary dwellings when charging for building permits. Tryon commented that when the parcel data base was completed it would provide an excellent source of information on such issues as the number of secondary dwellings in Town, etc. Shari Emling, 11853 Murietta Lane, commented that the Voter Registration List was a good source of information on non-related people living in one residence. Dot Schreiner, Planning Commissioner, noted that previously the nuns residing in the convents in Town had not been included in the numbers and she did not think this was correct. Stephen Pahl, Planning Commissioner, referred to the Planning Commission's schedule on reviewing the General Plan and in particular the housing element. He referred to the issue of quality of the review and quantity of the materials and stated that they planned to carefully review about ten pages a meeting. He also believed that they should use the Housing Element done in 1988 as the basis and not disregard the work which had already been done on this subject. Pahl further suggested the concept of Los Altos and Los Altos Hills supporting Foothill College's need for a residence hall on campus. By contributing to Foothill, Los Altos and Los Altos Hills would be providing affordable housing. The City Attorney commented that it was important to get the number of secondary dwellings but not necessarily the rent charged, etc. In response to ilir December 2, 1992 Adjourned Regular Meeting 2 Pahl's comments she noted that the Town did have control over Foothill College but it would have to be apartments, not dorms. It was agreed that the Planning Commission would proceed with their review of the General Plan and in particular the Housing Element on an accelerated basis and with emphasis on creative ideas. 3.
