City Council Meeting
Wednesday, March 6, 1991, 6:00 P.M.

1. CALL TO ORDER,ROLL CALL AND PLEDGE OF ALLEGIANCE
Mayor Siegel called the Adjourned Regular Meeting of the City Council to
order at 6:00 p.m. in the Council Chambers at Town Hall.
Present: Mayor Siegel and Councilmembers Casey, Hubbard, Johnson
and Tryon.
Absent: None
Staff: Acting City Manager Richard DeLong, Director of Public Works
Bill Ekern and City Clerk Pat Dowd

�/ 2. CONTINUED DISCUSSION OF PATHWAY ISSUES
A. REVIEW MAPPING PROJECT INCLUDING DETAILED MAP OF
THREE OR FOUR AREAS
B. ACTIVATION OF OFF-ROAD PATHS
C. LEVEL OF MAINTENANCE OF PATHS
The Council reviewed three of the area maps prepared by the Pathways,
Recreation and Parks Committee. The Council was especially interested in the
off-road paths although Casey commented that in her area there was a much
bigger need for on-road paths. Prioritizing path issues was discussed as was
signing paths. Tryon suggested a maintenance list be kept at Town Hall.
Hubbard asked for a priority list on each area map submitted by the Pathways,
Recreation and Parks Committee. Tryon asked how priorities were set and
how the work on the paths was done and the Director of Public Works
responded that the committee gave staff a list of path projects and the staff
prioritized the list. Almost all of the current pathway budget had been spent.

The following Council actions were taken, all by consensus:

1. Accepted the off-road path between Concepcion Road and La Paloma
Road (which is an extension of Alta Tierra Road) for Town maintenance and
directed the Director of Public Works to install path signs at both ends of path.
2. Accepted the off-road path from the end of Todd Lane to Bullis School
for Town maintenance and directed the Director of Public Works to install
path signs. In addition, the City Attorney was directed to prepare acceptance
of a rejected dedication for Tract 3698 on this path.

1. Accepted the two off-road paths that lead out of Juan Prado Mesa
Preserve for Town maintenance and directed the Director of Public Works to
install path signs on Dawson Drive entrance.
2. Accepted the off-road path that runs over El Caminito right-of-way for
Town maintenance as a native path and directed the Director of Public Works
to install path signs on Ravensbury and Camino Hermoso.
1110 3. Directed the City Attorney to prepare acceptance of a rejected dedication
for Tract 3034.
4. Discussed opening the path from Kelsey Court to Fernhill and directed
the Director of Public Works to report to the Council on the work and cost
involved.

1. Accepted the off-road path from the end of Adobe Lane to El Monte for
Town maintenance and directed the Director of Public Works to install path
signs at both ends of this path.
2. Accepted the off-road path on the McCulloch Subdivision from the end
of Oak Knoll Circle along the freeway to El Monte for Town maintenance
when the subdivider completes this work. Directs the Director of Public
Works to open this path on 12400 and 12309 Stonebrook and to install path
signs at both ends.
3. Accepted the off-road path to be constructed on the McCulloch
Subdivision from Stonebrook Drive to Juan Prado Mesa Preserve for Town
maintenance and directed a path sign be installed at the Stonebrook entrance.,

4. Considered the request of the committee to do the necessary survey
work and legal work to obtain a pathway easement on the property of Mr.
Vanchieri,25333 La Loma Drive. Councilmember Hubbard indicated that he
would investigate the possibility of volunteer assistance on this matter.
The Council also agreed that, in general, any offer of pathway easement
would be accepted by the Town.
The Council concluded its meeting in agreement that this detailed review of
the paths of Los Altos Hills will give guidance to the staff on the off-road
paths the Council wishes maintained and which paths are open to public use
by the installation of pathway signs. The Pathways, Recreation and Parks
Committee was encouraged to continue to present to the Council area maps
for their review.
Philip Dauber, Chairman of the Finance Committee, noted that this was a
significant increase in pathway maintenance and believed it should go
through staff rather than moving forward on approvals and not being able to
do the work.
Barrie Freeman, 26922 Dezahara Way, asked if the Town could go back now
and accept what had been earlier rejected and the response was yes

D. REPORT ON THE BYRNE PRESERVE WALK-AROUND
PASSED BY CONSENSUS: To continue discussion of this item to the March
6, 1991 Regular City Council Meeting.

There being no further new or old business to discuss, the meeting was
adjourned at 7:12 p.m.
