City Council Meeting

1. CALL TO ORDER AND ROLL CALL
Mayor Siegel called the Adjourned Regular Meeting of the City Council to
order at 6:10 p.m. in the Council Chambers at Town Hall.
Present: Mayor Siegel and Councilmembers Casey (arrived at 7:00 p.m.),
Hubbard, Johnson and Tryon (arrived at 6:55 p.m.)
Absent: None
Staff: Acting City Manager Richard DeLong, Director of Public Works
Bill Ekern, Engineering Consultant Jeff Peterson, Planning
Consultant Margaret Netto and City Clerk Pat Dowd

2. STANDARD CONDITIONS OF SITE DEVELOPMENT DRAINAGE
The Director of Public Works presented some historical background on the
drainage issue, noting that the lie of the land carried water to natural swales
and creeks. He also discussed the following drainage conditions imposed at
site development: 1) to not increase rate of runoff due to development on
site; 2) to allow water to drain from site in patterns similar to pre-
development; and 3) to look for beneficial uses of storm water. The following
goals were also discussed: 1) retain sense of naturalness to development; 2)
reduce potential of downstream property damage due to upstream
development and 3) avoid stressing Town storm drain system because of
changes in peak flows. Some of the changes that have occurred include the
following: I) collection of roof gutters, driveways and patios into closed
systems and piped to street or creek; 2) use of "bubble boxes" in street; and 3)
intensity of development (less rural development, larger homes, etc.)
Bill Kull, Giuliani and Kull, stated that it would be very helpful if applicants
could get fixed perameters and policy direction from the Town. He also
commented on the issue of reusing water and the benefit of in-lieu fees.
The Director of Public Works and the Engineering Consultant both addressed
law the issue of reusing water and stated that the rate of incremental increase of
water was the issue. The goal was to deal with the water on one's property
and not direct it to one's neighbors and make it their problem. Regarding
large subdivisions it was noted that infrastructures could be built to handle
the drainage issues (i.e. a lake was on the McCulloch subdivision to collect
water).
The importance of educating the public on these issues was stressed both by
including articles in the Town newsletter and by visiting the neighborhoods.
Siegel also noted that staff should not let an applicant proceed too far on a
drainage system without guidance from the Town.
