Council Chambers, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Hubbard called the Adjourned Regular Meeting of the City Council and the Planning Commission to order at 6:20 p.m. in the Council Chambers at Town Hall. Present: Mayor Hubbard and Councilmembers Casey, Johnson and Siegel Planning Commissioners Cheng, Comiso, Jones, Noel and Pahl Absent: Councilmember Tryon and Commissioners Ellinger and Stutz Staff: City Manager Les Jones, II, Director of Public Works Bill Ekem, Planning Consultant Margaret Netto and City Clerk Pat Dowd Press: None 2. STUDY SESSION WITH CITY ATTORNEY TO ADDRESS LEGAL ISSUES OF MUTUAL INTEREST Due to a serious plane crash on IS 280 and the resulting traffic gridlock, Councilmember Tryon and the City Attorney were unable to attend the Adjourned Regular Meeting. The presentation by the City Attorney was rescheduled for a September 4, 1991 Adjourned Regular Meeting. 3. FUTURE DISCUSSION ITEMS OF MUTUAL INTEREST Council held a general discussion including areas of interest and issues of possible future discussion. Siegel commented that he had received information on a course at Berkeley on how to read maps and analysis techniques. He believed this could be very helpful and suggested contacting the person giving the course to see if they would be willing to come to the Town to give a presentation on the subject. Johnson commented that computers could be used to show the design of a house. It was agreed Siegel would get more information on this course. Casey commented on site analysis and noted that it did not seem to be working the way they thought it should. The Town should be looking at the land involved and the applicants and neighbors found the process confusing. The Director of Public Works commented that applicants were still coming into Town Hall with complete sets of plans at the preliminary stages. A discussion was held on the site analysis process, including input from the Planning Commission and direction from staff. Siegel did not agree that the neighbors should be included in the site analysis process although he did believe that the applicants should discuss their projects with the neighbors involved. Casey also suggested informal meetings of neighborhoods with the Council and the Planning Commission to discuss areas of interest. Siegel suggested tracking sales of properties and advising new owners of Town regulations, etc. Siegel also suggested going back to an approved sudivision such as Lands of Finn to critique how the Town is doing with its ordinances. Pahl also suggested Middle Fork as the last house would be completed in September and it would be a good example. Hubbard stated that he believed the ordinances should be adhered to. If there was disagreement with an kir ordinance, then it should be changed. PASSED BY CONSENSUS: To schedule joint meetings of the City Council and Planning Commission for the fifth Wednesdays of the month. 4. PRESENTATIONS FROM THE FLOOR 5.
