Council Chambers, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Hubbard called the Adjourned Regular Meeting of the City Council to order at 6:15 p.m. in the Council Chambers at Town Hall. Present: Mayor Hubbard and Councilmembers Casey, Johnson, Siegel and Tryon. Absent: None Staff: City Manager Les Jones, II; Director of Public Works Bill Ekern; and City Clerk Pat Dowd `r. Press: None 2. PRESENTATION BY SANTA CLARA COUNTY SUPERVISOR DIANNE MCKENNA Supervisor McKenna commented that she endeavored to get together with the various City Councilmembers in her District to discuss issues of mutual concern and everyone seemed to find these meetings quite productive. Supervisor McKenna's Chief of Staff, Eleanor Pett, was also present to answer any questions. The first issue discussed was the proposed formation of a County services area for animal control. Supervisor McKenna noted that this was presently in the conceptual stage and there appeared to be support for this among the City Managers in the County. It would be an assessment district and would result in increased services, licensing enforcement and more public education in this area of animal control. The conflict between the County and the City of San Jose's Redevelopment Agency was also discussed. Supervisor McKenna explained the loss of funds to the County due to the extension of redevelopment bonds by San Jose and thus the resulting lawsuit. October 2, 1991 Adjourned Regular Meeting 1 1. I On the issue of regional government, Supervisor McKenna commented that the County had endorsed both elected and appointed officials for the interim agency and although she did not support including appointed officials she did concur with including them for the interim agency only. The subject of annexation was briefly discussed with Supervisor McKenna noting that in general the County did prefer to see the small pockets of County lands being annexed to the neighboring cities as a more effective way of providing services to these areas. A brief question and answer period followed and Council thanked Supervisor McKenna for meeting with them and discussing areas of mutual concern. 3. PRESENTATIONS FROM THE FLOOR 4.
