Town Hall Conference Room, 26379 Fremont Road 1. CALL TO ORDER AND ROLL CALL Mayor Hubbard called the Special Meeting of the City Council to order at 6:05 p.m. in the Conference Room at Town Hall. Present: Mayor Hubbard and Councilmembers Casey, Johnson and Tryon. Absent: Councilmember Siegel Staff: City Manager Les Jones, II; former Director of Public Works Bill Ekern and City Clerk Pat Dowd Press: None 2. DISCUSSION OF RECRUITMENT FOR POSITION VACATED BY BILL EKERN Council discussed the job description which had been prepared by the City Manager for the Public Works Director/City Engineer position. Bill Ekern also provided input on what the position involved and what qualifications he believed they should be looking for. The discussion included a definition of planning issues as they related to this position and who was in charge of what issues and decisions. The necessity to require an applicant to be a registered civil engineer was discussed and the continued use of the engineering consulting firm, Wilsey & Ham, was addressed. Casey and Tryon believed there should be a city engineer with Tryon noting that the consulting firm should continue as a backup. Hubbard believed good communications skills were more important than requiring a person to be a registered civil engineer. Casey also believed that if the Town had a city engineer and a Town Planner the consulting firm would be used less and this would be better for the Town. December 18, 1991 Special Meeting 1 Council agreed with the job description as presented by the City Manager which included the statement that it was highly desirable but not required that the applicant be a registered civil engineer. This would give the City Manager some flexibility in appointing someone to this position. It was further agreed that the consultants would continue as backup once this position was filled. Tryon commented that she had some questions about the organizational chart for the Town and it was agreed that this matter would be discussed at a closed session at the next Council Meeting. 3. PRESENTATIONS FROM THE FLOOR 4.
