City Council Meeting
Wednesday, March 7, 1990, 6:00 P.M.
Council Chambers, 26379 Fremont Road
The Adjourned Regular Meeting of the City Council was called to order at 6:00 p.m. at
Town Hall.
1. ROLL CALL
Present: Mayor Casey and Councilmembers Johnson, Siegel, Tryon and
van Tamelen
Absent: None
Staff: City Manager Thomas Frutchey, Director of Public Works Bill
Ekern, Planning Director Ann Jamison and City Clerk Pat Dowd
2. CLOSED SESSION: PERSONNEL: PURSUANT TO GOVERNMENT CODE
SECTION 54957
The City Council adjourned to a Closed Session for purposes of personnel at 6:05 p.m.
and reconvened at 6:45 p.m.
3. UPCOMING PROJECTS, PROCEDURES AND MILESTONES
The City Manager presented an outline to Council of two models of local
governments, one traditional and one emerging, and asked for Council direction for
which model they would like staff to follow. The following is the outline for each
program.

Tryon commented that she saw some of these issues as problems but not as emerging
patterns. She believed the Town followed the traditional model. Casey believed the
Council needed more time to discuss this subject and it was agreed the discussion
would be continued at an Adjourned Regular Meeting at 6:00 p.m. on March 21, 1990.

There being no further new or old business to discuss, the meeting was adjourned at
7:10 p.m.
