Council Chambers, 26379 Fremont Road The Adjourned Regular Meeting of the City Council was called to order at 6:00 p.m. at Town Hall. 1. ROLL CALL Present: Mayor Casey and Councilmembers Johnson, Siegel and Tryon Absent: Councilmember van Tamelen Staff: City Manager Thomas Frutchey, Planning Director Ann Jamison, Director of Public Works Bill Ekern and City Clerk Pat Dowd 4 2. LOCAL GOVERNMENT PARADIGMS IN CALIFORNIA AND RELATED ISSUES The City Manager had provided Council with an outline on the two models of local governments, one traditional and one emerging , and background materials on several options to address the concerns raised in these two models. One concern was the efficient handling of a planning application to the Town. Under the topic of distinguishing roles and responsibilities, Council addressed the clear definition of staff processing of planning applications. This discussion included comments on ensuring that information given to an applicant is accurate and complete; on identifying issues, concerns and opportunities; on identifying or developing alternatives; on analyzing alternatives both pro and con; and on making recommendations. Council also commented that part of the confusion raised by some applications was April 4, 1990 1 that the Town's ordinances were open to interpretation. The suggestion was made 411/ that staff hold a formal orientation on the Town's processes and procedures for the Council and the Planning Commission. If, as a result of this orientation, Councilmembers and/or Commissioners thought there should be some changes, discussions could be held on what changes were being recommended and, if agreed upon, they could be agendized for hearings as appropriate. Along this same subject, it was suggested that a model be prepared which would explain the planning steps of an application, what happened at each step and what was expected of the applicant at each step. 3.
