HomeMy WebLinkAbout42-87 • • RESOLUTION NO_ 42-87 A RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP OF LANDS OF DEL MONTE DEVELOPERS, INC_ RESOLVED, by the City Council of the Town of Los Altos Hills. County • of Santa Clara, State of California, that WHEREAS, the City Council having examined the proposed Tentative Map entitled "TENTATIVE MAP LANDS OF DEL MONTE DEVELOPERS, INC. Being all of Parcel 2, as shown on that certain Map entitled "Parcel Map"recorded in Book 459 of Maps at pages 1 and 2, Santa Clara County Records and lying with the TOWN OF LOS ALTOS HILLS, CALIFORNIA" herein referred to as the "Tentative Map"; and WHEREAS, the Tentative Map having been reviewed by any other public agencies entitled to do so, and the recommendations of any such public agencies having been considered by the City Council prior to its taking action on the Tentative map; and WHEREAS, the City Council having conducted a hearing concerning the Tentative Map and having considered the evidence presented at the hearing; and WHEREAS, the City Council having determine that the Tentative Map is in conformity with the requirements of Chapter 4 entitled "Subdivision" of Title 9 of the Los Altos Hills Municipal Code; and the Subdivision Map Act of the State of California commencing at Section 65410 of the Government Code; and • • WHEREAS, the City Council having read and considered the proposed conditions of approval concerning the Tentative Map which have been recommended by the Planning Commission, NOW, THEREFORE, IT IS HEREBY FOUND, ORDERED AND DETERMINED as follows: 1. The City Council of the Town of Los Altos Hills hereby approves the above-described Tentative Map subject to performance of and compliance with each of the Conditions of Approval which are set forth in Exhibit "A" attached hereto, entitled"Conditions of Approval Tentative Map", and which conditions are incorporated herein by reference and made a part of this Resolution as though set forth fully herein. LAND AND EASEMENT DEDICATIONS: 1 .A. The owner shall dedicate a Conservation Easement as redlined by staff on the Tentative Map, dated received January 23, 1987, (approximately following lands greater than 30% slope ) , to the satisfaction of the City Engineer and. Town Planner . No structures, grading or vegetation removal shall be allowed within the easement , with the exception of grading for installation of storm drainage and sanitary sewer improvements . 1 .B. The owner shall dedicate public right-of-way for Three Forks Lane and Middle Fork Lane , and Three Fork Lane shall be realigned such that it outlets to Country Way. That portion of Three Fork Lane which is made unnecessary by the realignment shall be abandoned and the pavement shall be removed and the area planted . 1 .C. Utility and drainage easements shall be dedicated to the satisfaction of the City Engineer and utilities. 1 .D. Emergency access easements shall be dedicated to the satisfaction of the Fire Marshall and City Engineer . 1 .E. Pathway easements shall be dedicated to the satisfaction of the Pathway, Park and Recreation Committee and City Engineer . An easement shall follow the alignment of the emergency access easement , as shown on the Tentative Map, and shallconnectto paths contained within the public right-of-way described in condition 1B, existing easement shall connect to Byrd Lane . 1 .F. LAND AND EASEMENT DEDICATIONS: ( continued) 1 .G. Human Habitation Building Setback Zones shall be dedicated to the satisfaction of the Town Geologist and City Engineer 2 . SOILS AND GEOLOGIC REPORTS: 2.A. Submittal of Site Development Plans (Lots 1 -4) - proposed residential plans for each lot shall be submitted to the Town to be reviewed and approved by the Town Geologist and City Engineer prior to issuance of individual Building Permits. 2.B. Geotechnical Plan Review (All Lots) - The applicant ' s geotechnical consultant shall review and approve all geotechnical aspects of the development plans (i .e . , site preparation and grading , site drainage improvements, and design parameters for foundations , retaining walls , and roadways) , to ensure that his recommendations have been properly incorporated . The results of the plan reviews shall be summarized by the geotechnical consultant in a letter and submitted to the City Engineer for review and approval prior to issuance of Building Permits. 2 .C. Geotechnical Field Inspection (All Lots) - The geotechnical consultant shall inspect , test (as needed) , and approve all geotechnical aspects of the project construction. These inspections shall include , but not necessarily be limited to: site preparation and grading, site surface and subsurface drainage improvements; and excavations for foundations and retaining walls prior to the placement of concrete and steel . The results of these inspections and the as-built conditions of these projects shall be described by the geotechnical consultant in a letter and submitted to the City Engineer for review prior to final project approval . 3 . PUBLIC UTILITIES: 3 .A. All public utilities shall be undergrounded . 4. SEWAGE DISPOSAL: 4 .A. All parcels shall connect to sanitary sewer. • • Page Three Lands of Del Monte Developers, File #TM 5-86 Conditions of Approval 5 . IMPROVEMENTS: 5 .A. Three Fork Lane and Middle Fork Lane shall be constructed to public road standards (20 foot and 18 foot widths) . 5 .B. Emergency access road shall be constructed to the satisfaction of the City Engineer and Fire Marshall . 5 . C. A fire hydrant shall be installed on Middle Fork Lane to the satisfaction of the Fire Marshall . 5. D. Trees and brush shall be pruned back on Three Forks Lane to the satisfaction of the Fire Marshall and City Engineer. 5 .E. Type IIB pathways shall be constructed within the road right-of-way described in condition 1 .B. and the easement described in Condition 1 .E. , to the satisfaction of the City Engineer and Path, Park and Recreation Committee . 5 .F. Recommendations on the plan will be received from the Environmental Design Committee prior to Site Development Committee action . Installation of irrigation system and landscaping shall be limited to the rights-of-way. (AMENDED BY COUNCIL 6.D. The aboveground flammable liquid storage tank shall be removed (516/87) prior to filing for Final Map.
