Monday, June 25, 1990, 5:30 P.M.

1. CALL TO ORDER, ROLL CALL,AND PLEDGE OF ALLEGIANCE
Mayor Casey called the Adjourned Regular Meeting of the City Council to order at 5:30
p.m. in the Council Chambers at Town Hall.
Present: Mayor Casey and Councilmembers Siegel, Johnson, van Tamelen, and
Tryon.
Absent: None

2. CONSENT CALENDAR
Item removed: 2.1 (Approval of Final Map, Lands of Finn)
PASSED BY CONSENSUS: To remove this item and place it on the agenda after
Item 5.
3. RESOLUTION #3P-'D DECLARING CANVASS OF RETURNS AND RESULTS
OF GENERAL MUNICIPAL ELECTION:
MOTION SECONDED AND CARRIED: Moved by van Tamelen, seconded by
Johnson, and passed unanimously by all members present to adopt Resolution
#33'9D declaring canvass of returns and results of General Municipal Election
held on June 5, 1990.

Mayor Casey presented Councilmember van Tamelen with a gift in appreciation of
her many years of dedication to the Town of Los Altos Hills.
Councilmember van Tamelen thanked everyone, mentioning that the staff and the
residents of Los Altos Hills had been wonderful to work with.
4. ADMINISTERING OF THE OATH OF AFFIRMATION AND SEATING OF THE
NEWLY ELECTED COUNCILMEMBERS:
The Acting City Clerk administered the oath of office to newly elected Councilmember
Sid Hubbard and re-elected Councilmember Barbara Tryon.
5. RE-ORGANIZATION OF THE COUNCIL:
MOTION: Moved by Casey, seconded by Johnson, Hubbard and Tryon, to elect
Councilmember Siegel to be Mayor.
AYES: Councilmembers Casey, Hubbard, Johnson and Tryon
ABSTAIN: Councilmember Siegel
4150 MOTION: Moved by Mayor Siegel, seconded by Johnson, to elect Councilmember
Hubbard to be Mayor Pro Tempore.
AYES: Mayor Siegel and Councilmembers Casey, Johnson and Tryon
ABSTAIN: Councilmember Hubbard
Bill Perkins, former Mayor of Los Altos Hills, offered praise to members of Council,
and special thanks to Mary van Tamelen for years on the Council and Planning
Commission prior to that.
Mayor Siegel announced that there would be a celebration in honor of Mary van
Tamelen at the Heritage House on July 22nd at 4 p.m..
Mayor Siegel also made a presentation of a gift from the Town to outgoing Mayor
Casey. Councilmember Johnson presented her with a gift from the Council.

lbw Mayor Siegel expressed his hope that the members of the Council can work together,
and that although there may be disagreements over policy a better job can be done if
discipline is maintained to respect each others' points of view. Mayor Siegel
mentioned that when he and Bob Johnson were elected they had agreed to always
shake hands before each meeting, and it was his hope the entire Council could now do
the same.
5. APPROVAL OF FINAL MAP, LANDS OF FINN:
Mayor Siegel declared a potential conflict of interest because the Finn property is
adjacent to his. He turned the meeting over to Mayor Pro Tem Hubbard.
Councilmember Casey asked if agreement had been reached between staff and
applicant. She commended staff for reaching a solution agreeable to everybody.
Bill Ekern referred to the updated staff report, dated June 25, 1990, and indicated that
the preferable approach to handling the incremental storm water runoff was to use
surface ditches and standard underground pipes to take the water east along Prospect,
south along Stonebrook, and then allow it to flow into Hale Creek. In this way, the
applicant is able to save money, does not need to form a homeowners' association,
and does not need to acquire downslope easements. The residents of the Town gain
by using the stormwater for beneficial purposes without increasing liability. Mr.
Ekern indicated that several details still need to be worked out but that, if the Council
approved the proposed concept, the final map could be approved this evening.
Stephen Finn, 24880 Prospect, applicant, indicated his agreement with the proposed
solution and thanked Council and staff for their support.
MOTION SECONDED AND CARRIED: Moved by Casey, seconded by Johnson, and
passed by the following roll call vote to accept recommendations of staff on Lands of
Finn. frs.: #Sy- y.
