CALL TO ORDER,ROLL CALL, AND PLEDGE OF ALLEGIANCE Mayor Siegel called the Special Meeting of the City Council to order at 6:00 p.m. in the Council Chambers at Town Hall. Present: Mayor Siegel, Mayor Pro Tern Hubbard, and Councilmembers Casey, Johnson, and Tryon. Absent: None Staff: City Manager/Acting City Clerk Thomas Frutchey; City Attorney Sandy Sloan; Director of Public Works Bill Ekern; Planning Director Ann Jamison; Press: None 2. NEW BUSINESS 2.1 Consideration of Policies Relating to Requests for Subdivisions Variances, and Permits in the Town's Urban Service Area or Sphere of Influence Planning Director Jamison presented an overview of the Town's incorporated area, urban service area, and sphere of influence. She indicated that these three distinct concepts were important in determining both a general approach for how the Town addresses growth within these areas and the Town's position on the proposed Quarry Hills subdivision and smaller applications such as the two County referrals on the Council's agenda at the regular meeting later in the evening. Mr. Peter McSweeney, President of the San Antonio Hills Homeowners Association, indicated that they were currently working with the County and the City of Los Altos to formulate additional regulations in the form of an overlay district to control development in the San Antonio Hills Area East of Highway 280. These restrictions would be more stringent than the County's current regulations and �r 1 August 1, 1990 Special Meeting more stringent than Los Altos regulations. This overlay district is being formulated to preserve the area and to limit over-development of lots. Mr. McSweeney noted that the Homeowners Association would be interested in working out a similar set of regulations for the portion of the San Antonio Hills that is within the Los Altos Hills Urban Services Area. After Council discussion, it was the consensus of the Council that staff would write a letter to the County, addressed primarily to Dianne McKenna, indicating that the Town believes that the San Antonio Hills Homeowners Association is the agency from which the County should request input on development-related issues within San Antonio Hills. It was also the consensus of the Council that staff would return to the Council with the process to be undertaken for including the Lands of Quarry Hills and other future development areas in the Town's Urban Service Area. 3.
