Council Chambers, 26379 Fremont Road Mayor Siegel called the Adjourned Regular Meeting of the City Council to order at 6:05 p.m. in the Council Chambers at Town Hall. 1. ROLL CALL Present: Mayor Siegel and Councilmembers Casey, Hubbard, Johnson and I Tryon Absent: None Staff: City Manager Thomas Frutchey, Director of Public Works Bill Ekern, City Attorney Sandy Sloan and City Clerk Pat Dowd 2. DISCUSSION REGARDING: DEVELOPMENT REVIEW AND APPEAL PROCESS The Director of Public Works distributed a flow chart which explained the planning process. A discussion followed on the steps involved, including information available at the counter, meetings with consultants from Brian Kangas Foulk and the cost of smaller projects. Site Analysis was addressed and Casey suggested having site analysis done by the Planning Commission at the time of site development. She also suggested including two Councilmembers, perhaps the Mayor and Councilmember Tryon, as part of the site development process. The Director of Public Works commented that a written report was now prepared for the applicant after the site analysis was completed and he did not not think this suggestion would lengthen the process. IWP October 17, 1990 1 PASSED BY CONSENSUS: To agendize for a future Council meeting the issue of what could be done to defray costs of smaller projects and a report on the site analysis process. The composition of the site development committee for new homes was also suggested as a possible discussion item for the joint meeting of the City Council and the Planning Commission. The appointment of two Councilmembers and two Commissioners to serve for a six- month period was suggested, with appeals going directly to the Council. Siegel raised his concerns regarding starting the site development committee meetings at 6:00 p.m. before the regularly scheduled Planning Commission Meetings. He noted that this may not be allowing enough time to address the issues of a certain project. He also commented that if the site development committee for a new home was going to be composed of the entire Planning Commission, then all of the Commissioners should be present. He had heard that attendance was not always 100%. Commissioner Comiso noted that they did not have a set time to start; it depended on the number of projects to be discussed. In response to a suggestion from Hubbard that site ` development be part of the regular Planning Commission Meetings, Commissioner Carico noted that that used to be the procedure and it seemed to work quite well. Another issue raised was whether staff reports should include recommendations or just highlight the issues of a project. Casey commented that dear policies and procedures were important. For example there is no written policy concerning circular driveways. Johnson raised the issue of the appeal process and stated that he would send a memo to the Council stating his concerns and suggestions. PASSED BY CONSENSUS: To direct staff to include recommendations in all staff reports prepared for the Council on planning issues. 3. CLOSED SESSION: PERSONNEL: PURSUANT TO GOVERNMENT CODE SECTION 54957 The City Council adjourned to a Closed Session for purposes of personnel at 6:55 p.m. and reconvened at 7:10 p.m. 4.
