City Council Meeting
Wednesday, December 19, 1990, 6:00 P.M.

1. CALL TO ORDER, ROLL CALL,AND PLEDGE OF ALLEGIANCE
Mayor Siegel called the Adjourned Regular Meeting of the City Council to
order at 6:00 p.m. in the Council Chambers at Town Hall.
Present: Mayor Siegel and Councilmembers Casey, Hubbard, Johnson
and Tryon.
Absent: None
Staff: City Manager Thomas Frutchey; City Attorney Sandy Sloan
(present for Closed Session); Director of Public Works Bill Ekern;
Planning Director Ann Jamison; and City Clerk Pat Dowd

1. STUDY SESSION: STAFFING AND COMPENSATION IN PLANNING
DEPARTMENT
The City Manager presented a salary survey to the Council including
Woodside and Portola Valley. He also offered two alternatives
regarding the staffing of the planning department: a zoning
administrator plus the consultant firm of Brian, Kangas Foulk or a
zoning administrator, an associate planner and Brian Kangas Foulk
called upon for some work. The pros and cons of these alternatives
were discussed as well as responsibilities of zoning administrators
and planners. Regional issues and future planning were also
addressed.
Tryon stated she was comfortable with a full-time planner who
would, in part, manage site analysis. She believed the Town needed
and deserved a planner. Casey commented that there was quite a bit
of expertise on the Town's committees to draw from.
Tryon noted that the City Manager had received a letter from Ken
`r Pastrof offering his services as planner on a contract basis for an
interim period of time. Tryon noted that he had been Town planner
at one time, knew all the background, knew a lot of the people and
was a developer. She believed this would be a wise step to take on
an interim basis while looking for a planner and that Mr. Pastrof
could give the Council guidelines on which direction to go in.
PASSED BY CONSENSUS: It was agreed to proceed with the hiring of a
Town Planner at a top monthly salary step of $4,600. It was further
agreed to bring back at the next Council Meeting the following items
for discussion and consideration by the Council: a contract for interim
planning services with Mr. Pastrof and an amendment to the contract
with Brian, Kangas Foulk to provide for interim planning services.

The City Council adjourned to a Closed Session for purposes of
pending litigation at 6:45 p.m. and reconvened at 7:05 p.m.

There being no further new or old business to discuss, the meeting was
adjourned at 7:10 p.m.
