HomeMy WebLinkAbout06/05/1989 L CITY COUNCIL TOWN OF LOS ALTOS HILLS 26379 Fremont Road Los Altos Hills, California MINUTES OF A SPECIAL MEETING June 5, 1989 Mayor Johnson called the Special Meeting of the City Council to order at 5:00 p.m. in the Council Chambers at Town Hall. A. ROLL CALL: Present: Mayor Johnson and Councilmembers Casey, Siegel and Tryon Absent: Councilmember van Tamelen Staff: City Manager Thomas Frutchey, Director of Public Works Bill Ekern and City Clerk Pat Dowd Press : Don Brignolo, San Jose Mercury Tryon reported on an item not on the agenda before Council . She had been advised of two appointments made recently to the Los Altos County Fire Protection District Board. Tryon stated that Council should be aware of these openings on the Board and any appointments which are made to the Board. She asked that the Council receive copies of the minutes from the Los Altos County Fire Protection District Board Meetings and be officially advised of any vacancies on the Board. B. STUDY SESSION: 1989-90 FISCAL YEAR TOWN BUDGET: The City Manager referred to the following documents which the Council had received for their review and comments : 1) his staff report dated 5/26/89 on the proposed fiscal year 1989-90 budget package; 2) a report on the operating, capital and non-capital project budget and 3) a draft budget. In addition Council had also received the minutes of the 5/22/89 Finance Committee at which the budget had been discussed. The City Manager presented an overview of the proposed budget before Council which included an explanation of fund structures and financial forecasts for the Town. Major themes in the budget included: demands for services had increased and would continue to do so; current services should be continued with a balanced budget; and modifications to the Town's financial policies and procedures should be adopted and implemented. A discussion was also held on the issue of enhanced development services. This would include, in part, the following: the L upgrade of the Town' s image and communications; the reinstatement of real estate reviews; the reduction of approval threshholds; and the issuance of on-site permits. The proposed budget included, in part, the following actions: to ensure fees and charges match costs; to IOW restrict operations to 80% of revenues; to end general fund subsidies of others; to retain unrestricted reserves; and to finance whenever appropriate. Council discussed various aspects of the budget including the following: 1) amounts budgeted for the playing fields , General Plan Consultant, pathways , parks and open space; 2) charges to applicants for services; and 3) drainage and road repair. For their additional reference, Council asked for a list of the carry over projects and a list of the salary steps . Phil Dauber and Lew Throop, members of the Finance Committee, stated their committee had reviewed the draft budget . They thought the budget was very well done and had+ no additional comments on it. It was noted a public hearing would be held on the adoption of the Town Budget for 1989-90 at the June 21 , 1989 City Council Meeting. Prior to that time, comments and changes to the draft budget would be made for Council ' s review. Council thanked the City Manager for his excellent presentation on the budget. C.
