TOWN OF LOS ALTOS HILLS
JOINT CITY COUNCIL/PLANNING COMMISSION MEETING
Wednesday, November 29, 1989
Council Chambers, 26379 Fremont Road
Mayor Casey called the Joint Meeting of the City Council and
the Planning Commission to order at 5:10 p.m. in the
Council Chambers at Town Hall.
1 . ROLL CALL
Present: Mayor Casey and Councilmembers Seigel,
Tryon and van Tamelen
Planning Commissioners Emling, Carico,
Comiso, Jones, Noel, Pahl and Stutz
Absent: Councilmember Johnson
Staff: City Manager Tom Frutchey, Director of
Public Works Bill Ekern, Planning Director
Ann Jamison and City Clerk Pat Dowd
Press: None
2. PLANNING PRIORITIES IN RELATION TO THE SURVEY
The following notes were taken by the Planning Director at
the meeting.
DISCUSSION TOPICS BY DOT RATING:
7 - Increase/decrease in MDA/MFA and size of homes
7 - Ridgeline and hilltop sites
6 - Architectural Review
6 - Retaining {Rural(Environmental Character) of the Town
4 - Pathway system
1 - Open space
1 - Height of homes

- Conservation easements
- Bicycle lanes/paths
- Status of horse owners
- Some tabulations in the survey are misleading
DISCUSSION NOTES:
1. Increase/Decrease MFA/MDA
-Planning Commission really controls
-Ordinances specify max., to be decreased under what
conditions to reduce impact
key concern: impact visually on surrounding area
2. Ridgeline/Hilltop
-Means: highly visible
major thoroughfares vs cul-de-sac
3. Architectural Review - Alternatives
a). Panel of professionals w/ Council or Commission
having final say
tior b). Architect sitting in on Site Development (3-D Models)
(Architect available to applicant prior to meeting)
c). Voting Architectural Professionals on Site Development
(City Council Agenda: how to select? Someone meeting with site
development perspective e.g. Michael Freedman.)
(Staff to bring to Commission on 13th)
4. Look at fences:
a) e.g. Robleda
b) e.g. chain link w/ Ivy
c) help with developing innovative solutions
5. Site Development Committee
a). Standing Committee - up to 4 month
b) Assignment of a project to 2 Commissioners
c) Do preliminary reviews

d) Focus in on houses (give landscaping, etc. to staff of
professionals)
e) At 6pm, (full PC?) prior to Commission meeting
6. DEFINITION OF RURAL
-open
-stretched out
-views of the hills
-atmosphere: less intense, less pressure, relaxed, less formal, less
jarring
-transition between valley and open space
-last bastion before open space in hills, more latitude in flatlands
-respect land: primacy of natural landform
-stewards of the land for the entire region
-privacy (def:space vs security)
-quiet
-we want you, but we don't want to see you (Foothill vs Canada)
-curved streets
-inadequate streets
-screening/natural barriers
-vs economic realities
-(are we in transition)
-land
-pathways
-barking
-visual seclusion
-absence of brick pillars! iron fences
-Dave Packards gate
-ability to have horses, stables, orchards, farming, etc. and be able to
get around Town (on the pathways)
-large lots
-informal landscaping
-no sidewalks
-street cross-section & landscaping e.g. Bentley vs "wild"

There being no further new or old business to discuss, the City
Council and the Planning Commission adjourned their joint meeting
at 7:15 p.m.
