City Council Meeting
Thursday, December 14, 1989, 6:00 P.M.

Mayor Casey called the Special Meeting of the City Council to order at 6:00 p.m. in the
Council Chambers at Town Hall.
1. ROLL CALL
Present: Mayor Casey and Councilmembers Johnson, Siegel, and Tryon
Absent: Councilmember van Tamelen
Staff: City Manager Thomas Frutchey; Director of Public Works Bill
Ekern; City Attorney Frank Gillio; and City Clerk Pat Dowd

The Director of Public Works asked Council to consider placing an item on the agenda
as an urgency item. Specifically, the acceptance of subdivision improvements for
Lands of Huang. The improvements had been completed and the applicant was
anxious to get his $45,000 back which the Town was holding. Originally this matter
was scheduled for the December 6, 1989 meeting that had been cancelled.
MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Casey and
passed unanimously by all members present to add the acceptance of subdivision
improvements for the Lands of Huang to the agenda as an urgency item.
MOTION SECONDED AND CARRIED: Moved by Seigel, seconded by Johnson and
passed unanimously by all members present to adopt Resolution #130-89 accepting
subdivision improvements for the Lands of Huang.

2. CLOSED SESSION: PENDING LITIGATION (PURSUANT TO GOVERNMENT
CODE SECTION 54956.9) AND PERSONNEL
The City Council adjourned to a Closed Session for purposes of litigation and
personnel at 6:05 p.m. and reconvened at 7:15 p.m.
3. WATER CONCERNS AND RELATED ISSUES
Tryon noted her concerns that several issues which had been discussed at an earlier
joint meeting between the City Council and the Board of Directors of the Purissima
Hills Water District had not been addressed. One of the main areas of concern was the
education of the Town's residents regarding water issues.
MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Johnson and
passed unanimously by all members present to appoint Councilmembers Johnson and
Siegel to a sub-committee of the Council to meet with representatives of the Purissima
Hills Water District to discuss issues of concern, water supply in Town, etc.

5. CITY ATTORNEY
Council noted they had received the City Attorney's letter of resignation with regret
and asked the City Manager what steps were being taken toward the recruitment of a
new City Attorney. The City Manager responded that letters were being sent out to
attorneys in the area who might be interested. The City Manager suggested that the
Council might wish to develop criteria for the recruitment of a City Attorney. Mr.
Gillio stated that he would remain as City Attorney until a replacement had been
chosen.
3. ADJOURNMENT
There being no further new or old business to discuss, the City Council adjourned at
7:30 p.m.
