Town of Los Altos Hills
City Council Meeting
Wednesday, December 20, 1989, 6:00 P.M.
Council Chambers, 26379 Fremont Road
Mayor Casey called the Special Meeting of the City Council to order at 6:00 p.m. in the
Council Chambers at Town Hall.
1. ROLL CALL
Present: Mayor Casey and Councilmembers Johnson, Siegel, Tryon, and
van Tamelen
Absent: None
Staff: City Manager Thomas Frutchey; Director of Public Works Bill
Ekem; Planning Director Ann Jamison; and City Clerk Pat Dowd
Press: None
2. PRESENTATION BY FREEDMAN, TUNG & BOTTOMLEY, TOWN AND CITY
DESIGN CONSULTANTS
Mr. Michael Freedman, Freedman Tung & Bottomley, introduced himself and his
associate, Greg Tung, to the Council. He stated that his presentation, which included
slides of Danville, Tiburon and the South of France for comparison purposes, was that
of an outsider looking at Los Altos Hills. He addressed the following issues: the
unique and distinctive landscaping in Los Altos Hills; houses which either fit into or
intrude into the landscaping; houses versus settings (setting should be primary). Mr.
Freedman also had several slides of homes in the Town which illustrated that the
form of the landscaping was not dictating what someone could build and also
illustrated the effects of roof lines, color and fences.
Mr. Freedman made the following recommendations: I) take a comprehensive look at
what Los Altos Hills was getting and what it is the Town wanted; 2) if it was not what
the Town wanted, investigate the reasons, review policies and programs; 3) continue

to evaluate the process - ordinances need to evolve with the area; 4) analyze how to
offset new trends in the Town; and 5) address how to keep Los Altos Hills the
community of choice.
A question and answer period followed. Mr. John Ashford, 13645 Paseo del Roble,
commented that on some of the sites in Town not even rural homes would be
appropriate. Ms. Margo Basford, 25765 Bassett Lane, commented on the trends noted
in Mr. Freedman's presentation. Mr. Seidel, 26642 Purissima Road, asked what the
consultant thought about road signage, striping, etc.
The suggestion was made that a review of the homes being approved in the Town be
agendized for a future Council Meeting.
In response to comments made, Mr. Freedman suggested that ordinances, polices, etc.
• should address each lot. By each lot he noted that he meant classifying lots according
to certain descriptions such as, ridgelines, valleys, barren vs. trees, upward slope, etc.
3. ADJOURNMENT
There being no further new or old business to discuss, the meeting was adjourned at
7:05 p.m.
