HomeMy WebLinkAbout128-87 • RESOLUTION.NO. 128-87 A RESOLUTION APPROVING TENTATIVE PARCEL MAP OF LANDS OF TYKESON (HUANG). RESOLVED, by.the City Council of the Town of Los Altos Hills, County of Santa Clara, State of California, that WHEREAS, the City Council having examined the proposed Tentative Map entitled Tentative Map Lands of Tykeson (Huang) being all of Lots 2 and , as shown on that certain Map entitled 'T ; Tract No. 2437' Recorded 'in Book 116 of Maps at Page 38, Santa Clara County Records and lying with the Town of Los Altos Hills, California" herein referred to as the "Tentative Map"; and WHEREAS, the Tentative Map having been reviewed by any other public agencies entitled to do so, and the recommendations of any such public agencies having been considered by the City Council prior to its taking action on the Tentative map; and WHEREAS, the City Council having conducted a hearing concerning the Tentative Map and having considered the evidence presented at the hearing; and WHEREAS, the City Council having determine that the Tentative Map is in conformity with the requirements of Chapter 4 entitled "Subdivision" of Title 9 of the Los Altos Hills Municipal Code; and the Subdivision Map Act of the State of California commencing at Section 66410 of the Government Code; and WHEREAS, the City Council having read and considered the proposed conditions of approval concerning the Tentative Map which have been recommended by the Planning Commission, NOW, THEREFORE, IT IS HEREBY FOUND, ORDERED AND DETERMINED as follows: . ‘• , 1. The City. Council of the Town of Los Altos Hills hereby approves the above-described Tentative Map subject to performance of and compliance with each of the Conditions of Approval which are set forth in Exhibit "A". attached hereto, entitled"Conditions of Approval Tentative Map", and which conditions. are incorporated. herein by reference and made a part of this Resolution as though set forth fully herein. LAND AND EASEMENT DEDICATIONS: 1 .A. The owner shall dedicate vehicular access , public utility and sanitary sewer easements , as shown on the tentative map dated received November 20, 1987, to the satisfaction of the Public Works Director. 1 .B. The owner shall dedicate conservation and storm drainage easements as shown on the tentative map. No clearing , vegetation removal , grading and structures shall be allowed within the ease- ment except the minimal necessary to construct a driveway, sewer and utility crossing and for storm, drainage purposes as described in Condition 5.F. 2. FINAL GEOTECHNICAL AND SOILS REPORTS: 2.A. Detailed Development Plans - Project development plans shall be submitted to the City which include foundation design detail , site drainage improvements , and a clear depiction of the extent of proposed grading. Appropriate profiles shall be included which il- lustrate existing and final proposed grades . Development plans shall be reviewed and approved by the Town Geologist and City Engineer prior to issuance of building permits . 2.B. Geotechnical Plan Review - The applicant ' s geotechnical con- sultant shall review and approve all geotechnical aspects of the development plans (i .e . , site preparation, and grading, site drainage improvements and design parameters for foundations, retaining walls, and roadways) to ensure that his recommendations have been properly incorporated. The result of the plan review shall be submitted to the City Engineer for review and approval prior to issuance of building permits . • Page 2 Lands of Tykeson/Huang Conditions of Approval 2. C. Geotechnical Field Inspection - The geotechnical consultant shall inspect, test (as needed) , and approve all geotechnical aspects of the project construction. The inspections shall in- clude , but not necessarily be. limited to: site preparation and grading, site surface and subsurface drainage improvements, and ex- cavations for foundations and retaining walls prior to the place- ment of steel and concrete. The consultant shall recommend flat- tening of cut slopes (as necessary) if unstable surficial materials are exposed during grading. The results of these inspections and the as-built conditions of the project shall be described by the geotechnical consultant in a letter and submitted to the City Engineer for review prior to final project approval . 3 . PUBLIC UTILITIES: 3 .A. All public utilities shall be undergrounded. 4. SEWAGE DISPOSAL; 4.A. Both parcels shall be connected to sanitary sewer. Page 3 • -Lands cykeson/Huang Conditions of Approval 5. IMPROVEMENTS: 5.A. The roadway within the existing access easement and the pro- posed driveway easement shall be paved to a width of 18 feet . The curb and gutter shall be of a rolled design, rather than a standard asphalt berm. Roadway grade shall be no steeper than 15%. The end of the driveway shall include a turnaround designed to the satis- faction of the Public Works Director and City Engineer . 5.B. The culvert at the connection of the proposed roadway and Altamont Road shall be constructed with either sacked concrete or poured in place wingwalls. The culvert shall be of sufficient size not to impede the drainage of the creek, but no less than 24 inches in diameter . 5. C. Drainage from the new roadway shall be taken into the road- side a -side drainage swale where practical . The outfall from the curb and gutter shall be further protected at the swale . 5.D. The pathway along the frontage of the Tykeson lot on Altamont Road, shall be improved to Type IIB standards, to the satisfaction of the Public Works Director. 5.E. Altamont Road , along the frontage of the Tykeson property, shall have standard half-street improvements made to a total width of 24 feet, paved with .2 inches of asphalt . 5.F. The drainageways on Parcel B and along Altamont Road shall be cleared of obstacles impeding the flow of water . However, the un- necessary removal of bankside trees and shrubs shall not be al- lowed . Prior to the removal of any trees and shrubs , a plan for their removal shall be submitted and approved by the Site Develop- ment Committee . 5.G. The driveway drainage into the swale on Parcel B shall be directed as much as possible to a single outlet , rather than at in- termittent places as shown . • 5.H. The Site Development Authority should note that residential drainage should not be concentrated directly into the swale . Rath- er an attempt should be made to encourage sheet flow across the property. Additionally, this is consistent with the prohibition against trenching and grading within the conservation easement . 5. I. A fire hydrant shall be installed on the private drive, at a location which meets the satisfaction of the Los Altos Fire Depart- ment. The hydrant shall be installed with the subdivision improve- ments. 410 1111 Page 4 Lands of Tykeson/Huang Conditions of Approval 6. FEES: 6.A.
