MINUTES OF AN ADJOURNED REGULAR MEETING
Monday, January 11 , 1988

Mayor Tryon called the Adjourned Regular Meeting to order at 4 : 10 p.m.
in the Council Chambers at Town Hall . The Mayor noted that the meeting
would be adjourned in the memory of Todd Lear, son of Ginny and King
Lear, who had passed away this past weekend. The Town ' s deepest
sympathies were extended to the Lear family.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Mayor Tryon and Councilmembers Dronkert, Plummer, Siegel
lbw and van Tamelen
Absent: None
Staff: City Manager George Scarborough, City Attorney Frank
Gillio and City Clerk Pat Dowd
B. PREPARATION BY CITY COUNCIL OF ARGUMENT AGAINST ADOBE CREEK LODGE
INITIATIVE:
Council had before them a draft argument which had been prepared by
the appointed sub-committee of the Council (Siegel and van Tamelen) .
Council also had comments on the issue as prepared by Town residents
Lee Patmore and Carol Phy. (Copies of these comments are on file at
Town Hall . )
Carol Phy, 25616 Moody Road, comemented that she thought the Town' s
slope density ordinance had been adopted around 1964-65 .
Lee Patmore, 27650 Central Drive, commented on the issue of cluster
housing.
Teddi Schick, 26400 Weston, commented that the majority of the Town ' s
residents are not familiar with the Town' s rules and regulations . She
stressed the importance of keeping the language quite simple and to
the point.

INITIATIVE (continued) :
Sheri Emling, 11853 Murietta, suggested using the phrase ' in effect
for twenty years or twenty five, if correct, rather than stating the
specific year, i.e. 1965, when the slope density ordinance was
adopted. She expressed the opinion that stating the number of years
the ordinance had been in effect was more impressive than stating the
year it was adopted.
PASSED BY CONSENSUS: To agree that the argument against Measure B
would read as follows :
The City Council of Los Altos Hills unanimously recommends a "No" vote
on Measure B.
Measure B could drastically change our city. It would create another
zoning district, offer unprecedented financial opportunities to
developers, allow uses and structures not presently legal in Los Altos
Hills, and raise the possibility of dense housing in any neighborhood.
Los Altos Hills was incorporated to establish one residential zoning
district for single-family, detached homes on large lots. This
district has served us well for 32 years , survived court challenges,
and guided the growth of this city to its present standards .
Obir Measure B creates a new zoning district that allows clustered or
attached dwelling units , condominiums or apartments, together with
facilities for group dining, social , recreational , and other
activities. These structures and uses would all be allowed without
the community control afforded by the conditional use permit process.
Measure B greatly increases allowed density. The size of lots
presently depends on the steepness of the property. Under the slope
density ordinance, in effect for , the steeper the
property, the larger the lot. This requirement protects hillsides
from excessive development, overgrading, and geological hazards .
Measure B would determine density only on acreage, and ignore
environmentally sensitive, difficult terrain. Under Measure 8, a
developer with steep land would be able to obtain many more housing
units than currently allowed. For example, Measure B would rezone the
Adobe Creek properties and permit the development of 63 housing units
instead of the 15 single family residences allowed under present
zoning.
But this initiative does not just apply to Adobe Creek. If adopted,
any developer in any part of Town could seek rezoning to increase
density, and build cluster housing, condominiums , apartments , and
other facilities .
To protect your beautiful Town, vote "No" on Measure B.

INITIATIVE (continued) :
Council noted that staff would check the records for the actual date Of
the slope density ordinance and insert the appropriate wording in the
text of the argument ( in effect for twenty/twenty-five years) . Council
further noted that a final copy of the argument would be typed for
everyone ' s final review. A Statement that the Argument was True and
Correct needed to be attached to the argument and signed by each
author of the argument. The deadline for the completion of this
statement and filing of the argument is 5: 00 p.m. on Friday, January
15, 1988 with the City Clerk.
C. ADJOURNMENT:
There being no further new or old business, to discuss, the City '
Council adjourned at 6 : 05 p.m.
