MINUTES OF AN ADJOURNED REGULAR MEETING
Tuesday, April 19 , 1988

Mayor Tryon called the Adjourned Regular Meeting of the City Council
to order at 5 : 05 p.m. in the Council Chambers at Town Hall .
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Mayor Tryon and Councilmembers Dronkert, Siegel and
van Tamelen
Absent: Councilmember Plummer
Staff: City Manager George Scarborough, City Attorney Frank
Gillio, Director of Public Works Bill Ekern and City
Clerk Pat Dowd
Press: Mary Fortney and Ted Fink, Peninsula Times Tribune;
Charles Halleck, free-lance reporter
B. APPROVAL OF MINUTES: April 6 , 1988 (Special and Regular Meetings)
PASSED BY CONSENSUS: To defer approval of the April 6 , 1988 minutes to
the April 20 , 1988 City Council Meeting to allow Councilmembers Siegel
and van Tamelen the opportunity to review the minutes.
C. RESOLUTION # DECLARING CANVASS OF RETURNS AND RESULTS OF GENERAL
MUNICIPAL ELECTION:
MOTION SECONDED AND CARRIED: Moved by van Tamelen, seconded by
Dronkert and passed unanimously by all members present to adopt
Resolution #33-88 declaring canvass of returns and results of General
Municipal Election held on April 12 , 1988 .

D. PRESENTATION:
Mayor Tryon presented Councilmember Dronkert with a Town Flag in
appreciation of her service on the City Council .
Andrew Allison, 27360 Natoma Road; Judy Carico, 25311 O' Keefe Lane;
Edward Barnes, 710 Loyola - Los Altos and Doni Hubbard, 25228 La Loma
Drive each thanked Councilmember Dronkert for her many contributions
to the Town. They all particularly pointed out Councilmember
Dronkert' s dedication to the Town and her sense of humor in dealing
with many of the issues facing the Town over the years.
Councilmember Dronkert thanked present and former members of the
Council , Commissioners, Committee Members, staff and residents for all
their assistance over the years and she wished the new Council well in
their future endeavors .
Mayor Pro Tem Siegel presented Mayor Tryon with her gavel mounted on a
plaque and a silver tray in honor of her achievements over the past
year as Mayor. Mayor Tryon expressed her thanks to the Council and
commented that she had enjoyed working with everyone during this past
year as Mayor.
E. ADMINISTERING OF THE OATH OF AFFIRMATION AND SEATING OF NEWLY
ELECTED COUNCILMEMBERS:
The City Clerk administered the Oath of Office to the newly elected
Councilmember Robert Johnson. Ms . Toni Casey who had a previous
commitment and was unable to attend the meeting would be sworn in at
the May 18, 1988 City Council Meeting.
F. RE-ORGANIZATION OF COUNCIL:
MOTION SECONDED AND FAILED: Moved by van Tamelen, seconded by Siegel
and failed by the following roll call vote to vacate the offices of
Mayor and Mayor Pro Tempore
AYES : Mayor Pro Tem Siegel and Councilmember van Tamelen
NOES: Mayor Tryon and Councilmember Johnson
van Tamelen stated that a clear decision had been made in 1982 to
establish the policy of rotating the position of Mayor on the City
Council . She noted that in Los Altos Hills it was a ceremonial office,
not a specifically elected one and she was disturbed that at this
meeting the offices were not being vacated. Siegel concurred with van
Tamelen' s comments that it was important to continue the policy of
rotation. He did state, however, that for personal reasons this was
not a good year for him to assume the responsibilities of Mayor. In
the future, however, he hoped to serve the Town as Mayor.

F . RE-ORGANIZATION OF COUNCIL: (continued) :
Tryon suggested supporting newly elected Councilmember Johnson for
nomination as Mayor. Johnson stated he was quite honored at this
possibility but he would prefer a decision be delayed until all of the
Councilmembers were present.
PASSED BY CONSENSUS: To continue the decision on the re-organization
of the City Council to the first meeting at which all Councilmembers
would be present.
Mrs. Teddi Schick, Weston Road, stated that over the years several of
the Mayors had served two year terms . She thought Mayor Tryon had done
a good job as Mayor and should be reappointed.
G. ADJOURNMENT:
There being no further or old business to discuss , the City Council
adjourned at 5 : 30 p.m.
