HomeMy WebLinkAbout06/09/1988 Abio CITY COUNCIL TOWN OF LOS ALTOS HILLS 26379 Fremont Road Los Altos Hills , California MINUTES OF A SPECIAL MEETING Thursday, June 9 , 1988 Mayor Tryon called the Special Meeting to order at 5 : 10 p.m. in the Council Chambers at Town Hall . The Mayor noted that the meeting would be adjourned in honor of Nan Fuhrman, former Mayor of Los Altos Hills, who had recently passed away. Mrs. Fuhrman made many contributions to the Town not only as Mayor but also in her role as a member of the Town ' s Finance Committee. The Town ' s sympathies were extended to the Fuhrman family. All members of the City Council were present. In addition, the following were also present: City Manager George Scarborough, City Attorney Frank Gillio, Financial Consultant Ed Coli and City Clerk Pat Dowd. 111119 A. STUDY SESSION: 1988-89 FISCAL YEAR TOWN BUDGET: Council had before them the following documents related to the Town ' s budget: 1) May 23 , 1988 City Manager ' s staff report with proposed budget attached; 2) May 24, 1988 City Manager ' s report on five year fiscal projections - 1988-93 ; and June 7 , 1988 report of budget summary by object. Council commented on the following items related to the budget: proposed annexation of San Antonio Hills Association, salary increases , the capital improvement budget, codification of Town ' s Ordinances and records management. Regarding San Antonio Hills , the Mayor reported that LAFCO at their meeting on June 8th voted to direct the Town to proceed with the annexation as the conducting authority. The Mayor strongly supported the Town sending an informational mailing in addition to the official notices sent for the protest hearing. Councilmembers commented though that it was very difficult to word a totally impartial statement on the issue of this annexation. While a decision was not made at this time concerning a mailing, Council did agree to increase the amount budgeted for this annexation from $1 , 500 to $1, 750. Concerning salary increases, the City Manager stated that the basis for his recommendation was the consumer price index. Council inquired if there were additional options on which to base a recommendation and it was agreed a survey of certain cities would be conducted by the Financial Consultant on A. On the capital improvement budget Council thought the improvements to the Chapin/Robleda intersection had been deleted and asked the City Clerk to review the records to see if this was correct. On pages seven and eight Council reported a typographical error - column three should read FY 88-89 instead of FY 87-88 . It was also noted that on page four, the totals for the Los Altos Sewer Basin Fund were incorrect. Alma Wood, 12151 Stonebrook, asked if the Town had any rights to decide whether or not they wanted to annex the area of San Antonio Hills (west) . Council responded that it was up to the owners of homes in the area under discussion and the outcome of the annexation depended on the number of protests at the hearing. On the subject of the Los Altos Senior Center Mrs. Wood noted that although the request in the current budget was for $1,000 and the Seniors were grateful for the Town ' s contribution of that amount, they might be back at a later date with a request for additional funds in that the Center may soon be charged rent on their facilities. Richard Jones, 12660 LaCresta, stated that he did not think the expenditures and revenues for planning and building were clear and he suggested including a sub-total for each of these areas in the budget. Casey brought up the subject of the role of the Finance Committee and their charges related to the budget. Rather than just a review of the budget, Casey stated that she would like to see the Finance Committee analyze the budget and provide Council with a recommendation. Councilmembers discussed their views of the role of the Finance Committee and the responsibilities of the Council regarding the budget. Tryon suggested that the Finance Committee review their charges and report back to Council with any suggestions . Dick Duhring, Chairman - Finance Committee, reported that the Finance Committee had reviewed the budget but did not have any specific comments to make. In response to the discussion on their charges, he stated his committee would welcome any comments/suggestions from Council on modifications to the committee ' s charges. Casey stated that she would like to see Council approve spending funds in the following areas: 1) hiring a consultant for the General Plan Review; 2) publishing full Council agendas in the Town Crier; and 3) providing for a pathway study in the Town. It was agreed staff would report on these suggestions. -2- 6/9/88 A. STUDY SESSION: 1988-89 FISCAL YEAR TOWN BUDGET (continued) : The following comments/suggestions were also made by Council : 1) surveys in the Town of number of homes , secondary dwellings - possible project for a summer intern; 2) installation of a phone at Magdalena and 280 - staff will look into this request; 3) more spraying - maintenance of roadsides; and 4) investigation of the loss of three trees on El Monte. Council thanked staff for the budget materials before them, commented that they thought the study session had been quite productive and noted that the public hearing on the budget was scheduled for the next Council meeting on the 15th.
