HomeMy WebLinkAbout11/22/1988 *elf CITY COUNCIL TOWN OF LOS ALTOS HILLS 26379 Fremont Road Los Altos Hills , California MINUTES OF A SPECIAL MEETING Tuesday, November 22 , 1988 Mayor Johnson called the Special Meeting of the City Council to order at 5: 05 p.m. in the Council Chambers at Town Hall . A. ROLL CALL: Present: Mayor Johnson and Councilmembers Casey, Siegel , Tryon and van Tamelen (Tryon arrived at 5 : 20 p.m. ) Absent: None Staff : City Manager George Scarborough, Director of Public Works Bill Ekern, Planning Director Sally Lyn Zeff and City Clerk Pat Dowd B. TOWN HALL MASTER PLAN STUDY SESSION: Mr. Gary Mason, Wolfe Mason and Associates, addressed the Council with an explanation of the existing conditions at Town Hal] and made a presentation of the three concept plans which they had developed. Plan A included the new entrance to Town Hallbetween the Heritage House and Town Hall . It also included the relocation of the History House and Shed area, increased parking and patio and planting areas . Plan B showed the same new entrance but was a reduced version of Plan A. Plan C depicted the entrance to Town Hall off Fremont where the sign was now located. Plan C reflected the least major changes of the three concept plans before the Council . Mr . Mason noted that the cost estimates for these plans ranged from $400 ,000 to $100, 000 depending on how detailed a master plan the Councilwanted to approve. At this stage, his firm needed a consensus from the Council regarding which concept plan they wished to approve. They would then proceed to provide more detailed plans of said approved plans . The Director of Public Works presented a plan of proposed internal changes for Town Hall which could be worked into an approved concept plan for the overall Town Hall property. This was for information only at this time but the explanation was given for changes in building entrances , front counter areas, etc. which would facilitate customer support. *y B. TOWN HALL MASTER PLAN STUDY SESSION: (continued) : van Tamelen presented a brief background of this issue. She noted that it had been an earlier Councildecision to change the entrance to Town Hall and an ad hoc committee had been formed to study the Master Plan for Town Hall . The members of this ad hoc committee were: Councilmembers Plummer and van Tamelen, Mary Stutz, Viole Stamness and Nancy Lytle. By taking this course it was hoped that future expansion and changes to Town Hall would be done according to an approved plan. Casey expressed her strong concerns about not having adequate background information on this subject. She requested that a staff report be prepared including this background data and also a needs assessment of potentialfuture activity at Town Hall which would warrant an expansion of the facilities . Casey also suggested that the results of the community survey would be quite helpful in making a decision regarding the Town Hall. Master Plan. Mary Stutz , member of the Ad Hoc Committee for the Town Hall. Master Plan Study, commented that she strongly favored a plan which included additional parking. PASSED BY CONSENSUS : To review the three concept plans which Wolfe Mason had prepared, to agendize this issue for the next available 1111, Council Meeting and to direct staff to provide a staff report including the history of the matter. Mayor Pro Tem Casey left the meeting at 6 : 20 p.m. C. SELECTION OF EXECUTIVE RECRUITMENT FIRM: Tryon reported that she and Mayor Pro Tem Casey had interviewed three firms (Ralph Anderson & Associates, Hughes Heiss & Associates and Norman Roberts & Associates , Inc. ) who had submitted proposals for recruitment of the City Manager. While the firms were all well qualified , their recommendation was Norman Roberts and Associates , Inc. MOTION SECONDED AND CARRIED: Moved by Tryon, seconded by Johnson and passed unanimously by all members present to authorize negotiations with Norman Roberts and Associates , Inc. to recruit a City Manager for the Town.
