MINUTES OF AN ADJOURNED REGULAR MEETING
Thursday, July 16 , 1987

Mayor Tryon called the Adjourned Regular Meeting to order at 3 : 15 p.m.
in the Council Chambers at Town Hall . All Councilmembers were present
as were the City Manager, City Attorney and City Clerk.
POLICE PROTECTION STUDY SESSION:
Council discussed the City Manager' s report dated 7/10/87 which
included the following recommendations : 1) Direct the City Manager to
begin meetings with Los Altos City staff to review the Los Altos
` proposal with the intention of completing a ' package ' of Los Altos
Police protection for Council consideration. 2) Direct the City
Manager to prepare for Council consideration a report defining and
discussing key issues in Police Services negotiations with Los Altos.
and 3) Review and discuss potential ballot issues regarding Los Altos
Police protection for Los Altos Hills.
Council reviewed several aspects of the police protection issue.
Specifically, they discussed the options of changing to the Los Altos
Police Department for police services or an enhanced contract with the
Sheriff ' s Department. While it was noted that the financial
projections for the cost of contracting with the County showed
increased costs for the future, the question was raised as to whether
it would be better to delay a review and decision on the possibility
of changing police services until a later time when the financial
picture was clearer. The option of a tax increase was discussed as was
serious scrutiny of the Town' s budget. The necessity to go to a vote
of the people concerning the Los Altos Police Services Proposal was
reviewed. Council stated that they felt this serious issue would
require urratrsmeds* support on their part and would require an enormous *full

Bob Stutz , 25310 Elena, commented that these conversations go on every
year concerning the contract with the Sheriff ' s Department. Mr . Stutz
stated that he felt there was no control over what the Sheriff ' s
Department did or did not do and he suggested that with the Los Altos
{ Police Department there could be the possibility of a Police
�I Commission.

Robert Johnson, member - Safety Committee, stated that he would bring
the Council ' s comments back to the Safety Committee and would request
any recommendations/suggestions , etc. by the Safety Committee be
transmitted to the Council for their information.

Council reiterated their concerns that a--4.4,10,aps—debd-s.44,p on their
part should be clear before a potential change from the County
providing police services was pursued.**As this xnatrrmitr*was not *agreement
present the Council agreed that additional input was needed from the
residents on this subject. It was agreed that a questionnaire would be
prepared and mailed to all residents. Mayor Tryon would work with
Councilmember van Tamelen on a draft. The City Manager would also
review and comment on the proposed questionnaire and it would be
mailed only after all Councilmembers had agreed on the format. It was
further agreed that the Mayor would send a letter to the City Manager
of Los Altos expressing the Council ' s appreciation for the time and
effort they had put into their proposal for police services for the
Town. The letter would also note that since unanimmrty* on this issue*agree-
had not been reached additional input was being requested from the ment
residents on their needs , concerns, etc. At a later time when more
information was available the Council would contact Los Altos .

ADJOURNMENT:
There being no further new or old business to discuss, the City
Council adjourned at 5 : 30 p.m.

** Dronkert, Siegel and van Tamelen were in favor of authorizing the City Manager to
proceed to negotiate a contract with Los Altos but since there was only a simple
majority in favor of the position no notion was adopted. (AMENDED BY COUNCII, 8/19/87)
