MINUTES OF AN ADJOURNED REGULAR MEETING
Thursday, November 5 , 1987
Mayor Tryon called the Adjourned Regular Meeting to order at 4 : 10 p.m.
in the Council Chambers at Town Hall .

B. STUDY SESSION ON HOUSING ELEMENT AMENDMENTS PER COMMENTS RECEIVED
FROM STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT:
Mayor Tryon clarified that this was a study session of the Council on
the amendments to the Housing Element: it was not a public hearing.
The letter from Mr. Gaither concerning proposed amendments to the
General Plan and Zoning Ordinances would not be discussed.
Lori Scott, Planning Consultant, presented her report dated 10/28/87
(a copy of which is on file at Town Hall) . The report included the
recommendation that the Council consider the suggested amendments and
programs contained in this report and direct staff to make appropriate
amendments to the Draft Housing Element to be considered at a future
meeting. Comments from the Department of Housing and Community
Development had been received on ' Housing Needs , Resources and
Constraints ' and on 'Housing Programs ' .
The following are some of the issues addressed by Ms . Scott concerning
'Housing Programs ' : Town support of organizations that provide support
to seniors who live in Los Altos Hills, Town support of Project Match
- a homesharing service that matches seniors interested in sharing
their homes with other seniors , development of attached and detached
secondary dwelling units to house elderly residents of the Town,
removal of the restriction on the category of persons who can occupy
second units , elimination of the requirement of a conditional use
permit for secondary dwellings 600 square feet or less in size, waiver
of application, development and variance fees for the development of
any primary residence to be occupied by persons in the low to moderate
income range, waiver of landscaping permit requirements, and a
community survey.
Judith Carico, Planning Commissioner, stated that she thought it was a
well prepared report but she was not prepared at this time to comment
on it in detail . She did favor reducing certain fees but not doing
away with them and she thought the landscaping requirement would
depend on the application. Lee Patmore, Planning Commissioner, also
commented that she thought it was a good report.
Council commented on the issue of age discrimination, evaluation of
the risks and benefits of amending the conditional use permit process,
clarification of how many secondary units were in the Town, emphasis
on stipulation that ' secondary' units were under discussion, and
possibility of requiring landscaping plans but not expensive blue
prints , etc. - simplification of landscaping requirement process.
Alma Wood, 12151 Stonebrook, commented on the landscaping requirement
and noted that it would depend on the amount of traffic in the area
involved.
Council thanked the Planning Consultant for her report and noted that
the report and the Council ' s comments on this issue would be discussed
further by the Planning Commission.
C. ADJOURNMENT:
There being no further new or old business to discuss, the City
Council adjourned at 5 : 00 p.m.
