MINUTES OF AN ADJOURNED REGULAR MEETING
Thursday, September 18, 1986

Mayor van Tamelen called the Adjourned Regular Meeting to order
at 4:15 p.m. in the Council Chambers at Town Hall.
A. ROLL CALL•
Present: Mayor van Tamelen and Councilmembers Dronkert,
Rydell (arrived at 4:50 p.m.) and Tryon
Absent: None
Staff: City Manager George Scarborough, City Attorney
Frank Gillio and City Clerk Pat Dowd

B. PUBLIC HEARING/STUDY SESSION:
1. Ordinance # amending Title 6 of the Los Altos
Hills Municipal Code entitled 'Sanitation and
Health' by adding thereto Chapter 5 entitled
'Nuisances'
The Council invited comments on the proposed nuisance ordinance
from those residents present.
Teddi Schick, Weston Drive, asked if she complained about a
nuisance situation, would she have to give her name? Charles
Bittman, 14350 Manuella, asked if a discer would be covered by
this ordinance? Bob Hall, 12140 Foothill Lane, cited a situation
on Foothill Lane where the weeds were six feet tall, a boat had
been parked for about four years and lumber was stacked to prac-
tically the size of the Council Chambers. Dr. Andrea Neves, 12896
Viscaino, explained a situation where the property owners had 8-
12 cars, van, campers, etc. in their front yard but these
vehicles were not within the 40' setback. Could this situation be
addressed by the ordinance? Jim Carter, 13975 La Paloma, asked

how a complaint would be brought to the Council? He did feel
person should know who files a complaint. Mr. Carter also sug-
gested that the phrase 'adequately screened' be more clearly
defined. In conclusion, Mr. Carter stated he was using his prop-
erty for agricultural purposes and he would like to see farm
equipment excluded from the ordinance. Mr. Paul Borg, 13452
Carillo Lane and Mr. Al Janklow, 13464 Carillo Lane, each compli-
mented the Town on the proposed ordinance and noted they sup-
ported it. Dr. Rubin, 25800 Vinedo Lane, commented that the fol-
lowing terms were not clearly defined: 'view or visible',
'unsightly' and 'unused'. Sherri Emling, 11853 Murietta, noted
her support of the ordinance and also commented that she sup-
ported having the residents pay for the charges involved in abat-
ing the nuisance. Marc Kaufman, 14100 Donelson, asked what would
happen if a resident happened to be away for 2-3 months and com-
plaints were received concerning his property. Mr. John Het-
tinger, 12372 Priscilla, suggested the ordinance cover all
vehicles, not just recreational ones. Mr. Paul Smith, attorney
representing Mr. John Gilfoil, suggested that this ordinance
should more appropriately be in the zoning part of the code rath-
er than the health and safety section. He further commented that,
in his opinion, several sections of the proposed ordinance were
vague (who has responsibility to determine screening?
'unreasonable period of time'?)
The City Attorney noted that the ordinance provided for a notice
g and hearing process. It would be necessary for someone to file a
complaint to start the process and to prove that it was a
nuisance. The purpose of the ordinance was to allow the Town to
abate the nuisance, if determined to be necessary after the ad-
ministrative and public hearing steps had been taken.
Dronkert noted that people should be courteous and the fact that
they weren't is why the ordinance was being considered at all.
Tryon commented that administrative policies will be developed,
the Council can determine a policy statement and guidelines and
the ordinance can be amended at a later date, if necessary.
PASSED BY CONSENSUS: To support the second reading of the or-
dinance at the next Council meeting.
C. ADJOURNMENT:
There being no further new or old business to discuss, the
City Council adjourned at 5:30 p.m.

Mayor van Tamelen called the Adjourned Regular Meeting of the City Council
to order at 4:00 p.m. in the Council Chambers at Town Hall.
A. ROLL, CALL AND PLEDGE CF ALLEGIANCE:
Present: Mayor van Tamelen, and Council;rembers Dronkert and Tryon
Absent: Councilmember Rydell
Staff; George Scarborough, City Manager; Frank Gillio, City Attorney;
Leslie Mullins, Deputy City Clerk

Mayor van Tamelen informed public this meeting is being held to interview
for City Council Appointment to fill the vacancy of Nan Fuhrman, term to
expire April 1988. van Tamelen further informed public, the Appointment
to the City Council will be made at the Regular Meeting of the City Council
on October 1, 1986. van Tamelen also noted there will be another vacancy
(Rich Rydell) occurring the end of October, 1986, noting the candidates
interviewed today will also be qualified for that appointment.
Mayor van Tamelen indicated the City Council will take applications
alphabetically, however, our first candidate - Katharine Alexander will
not be here until 4:30 p.m.; and Hob Stutz is not in attendance.
The following candidates addressed the City Council stating their interest
in the Commmity and their willingness to serve on the City Council; and
responding to individual questions and co ments by the City CouncilnEmbers:
Mrs. Joyce Clarke, 12544 Corbetta Lane; Mr. Clyde Noel, 24160 Dawnridge Drive;
Mr. Gene Penn, 12252 Menalto Drive; Mr. William E. Sagan, 26677 Snell Lane;
Mr. William M. Siegel, 24905 la Loma Court; Mrs. Katharine V. Alexander,
11600 Summitwood Road.
Mayor van Tamelen thanked applicants for caning and stated how impressed
she was with the quality of the applicants. Councilmember Tryon suggested
that unsuccessful applicants should keep name available for Planning
Caanission Position Vacancy upcoming (lachenbruch). Councilmmber Dronkert
affirmed Mayor van Tamelen's statement.
There being no further new or old business, to discuss, the City Council
