MINUTES OF A SPECIAL MEETING
Wednesday, August 14, 1985

Mayor Dronkert called the Special Meeting of the City Council to order at 4:10 p.m.
in the Council Chambers at Town Hall.
A. ROLL CALL:
Present: Mayor Dronkert and Counc;lmembers Allison, Rydell and van Tamelen
Absent: Mayor Pro Ten Ektu:man
Staff: Acting City Manager Michael Enright, Assistant City Attorney William
Hughes and City Clerk Pat Dowd
Press: Mary Fortney, Peninsula Times Tribune
B. ADOBE CREEK LODGE =IATIVE MEASURE - PROPOSED ARGUD= By THE CITY COUNCIL
The Council reviewed the draft argument as prepared by Councilmanber Allison and
several suggestions and/or changes were made.
MOTION SECONDED AND CAIU?=): Moved by Allison, seconded by van Tamelen and passed
by the following roll call vote to take a five minute recess to allow time for the
City Clerk to retype the argument.

ABSENT: Mayor Pro Ten Fuhrman
Council then discussed whether or not they concurred on filing said argent nt.
Rydell questioned this procedure and also questioned certain of the facts in the
statement before then.
MOTION SECONDED AND FAILED: Moved by Dronkert, seconded by Rydell and failed by the
following roll call vote to not file an argument against the measure with the City
Clerk.
AYES: Mayor Dronkert and Coun:ilmember Rydell
NOES: Councilmambers Allison and van Tamelen
ABSENT: Mayor Pro Ten Fuhrman
MOTION SECONDED AND CARRIED: Moved by van Tamelen, seconded by Dronkert and passed
by the following roll call vote to amend the second sentence of the proposed draft.

B. ADOBE CREEK LODGE INITIATIVE MFASURZE - PROPOSED ARGUMRENT By THE CITY COUNCIL:
MOTION SECONDED AMID CARRIED: Moved by Allison, seconded by Drankert and passed
by the following roll call vote to approve the argument as amended and file it
with the City Clerk by 5:00 p.m.
AYES: Mayor Dronkert and Oounncilmsm ers Allison and van Tamelen
NOES: CounciLu mbar Rydell
ABSENT: Mayor Pro Tan Fuhnnan
Mr. Bruce Tichinin, Mr. Bellucci's attorney, asked if any issues besides the
argument against the measure were doing to be discussed by Council. Specifically,
Mr. Tichinin questioned the wording of the measure as prepared by the City Attorney.
He and his client were quite concerned about this matter and requested Council to
consider not placing the measure on the ballot with that wording but rather to
agree to placing the entire petition on the ballot in that it was not that lengthy.
As it was a special meeting, Council was not in a position to take action on Mr.
Tichinin's request but they thanked him for his comments.
C. 17MLUTICN # ACCEPTING AS COMPLETED A PORTION OF THE FORK FOR THE CONSTRUCTION
MOTION SECONDED AMID CARRIED: Moved by Rydell, seconded by Allison and gassed
unanucwsly by all members present to adopt Resolution #110-85 accepting as
Meted a portion of the work for the construction of the Edith Avenue Bridge
replacement improvements, authorizing final payment concerning such work, and
directing the City Clerk to file notice of partial completion.
It was noted that an official opening of the bridge was scheduled for noon on
Thursday, August 15, 1985. The Mayors of Los Altos and Los Altos Hills and a
representative from the Santa Clara Valley Water District would participate
in a ribbon cutting ceremony.
D. CONSIDERATION OF REMOVAL OF STOP SIGN AT BURRE AMID FREMONT:
As this item had not been noticed for discission at the Special Meeting, Council
was unable to take any action on the matter. A brief discussion on the pros and
cons of the stop signs at Burke and Fremont was held with Planning Commissioner
Judith Carico addressing the Council in favor of the stop sign remaining in place.
It was agreed thismatter would be placed on the August 21, 1985 Council agenda.

at 5:10 p.m.
