Mayor Dronkert called the Special Meeting to order at 4:10 p.m. in the Council
Chambers at Town Hall.

The City Manages reported that as of 11/1/85 the Town did not have liability
coverage; however, one proposal for such insurance had been received.
Gary Sherrer, Flamer and Company, noted that the proposal received from Alliance
Insurance Company had a limit o $400,000 for any one occurrence or aggregate of
occurrences in oneyear and a $100,000 deductible. They also required an inde-
pendent claims servicing organization, a letter of credit in the amount of
$100,000 and the right to agree to determination of legal representation. Mr.
Shexrer also commented that it was very difficult to get excessive coverage, at
least until after the first of the year.
The City Attorney noted that with the proposal for insurance before them, the Town
would have less insurance and more fiscal responsibility for insurance matters.
In response to requests fon the Council, the City Attorney prepared an opinion
dated 10/31/85 (on file at Town Hall) on the subject of Council Governmental
Iumunity.
Ryrdell questioned the amount of reserves that would be necessary in view of the
new policy and its requirements. The City Manages suggested that this be part
of the mid -year budget review but did rote that the cost of the actuary and the
premium would be covered in the current budgeted figure. Dronkert stated that
she strongly felt the State Legislature should be involved in solving this issue
of insurance or lack thereof.
Mr. Warren louse, 12580 Mira Lwna Way, connen ted that he had been in the insurance

sines or forty years, was a concerned resident and was willing to help in any
way he could. He did question an earlier decision to go with Great Global Insurance
in that they had experienced financial difficulty and were forced out of business.

Mr. Gary Sherrer, Flamer and Company, welcaned any offer of assistance on the
part of Mr. Rause and commented that at the time Great Global had been chosen
it had had an A -rating.
bMION SECONDED AND CARRIED: Moved by Rydell, seconded by Fuhrnan and passed
unanimously by all mess present to enter into an agreemnt with Alliance
Insurance Company for liability insurance.

The City Attorney reported that an action had been filed seeking a temporary
restraining order and preliminary and permanent injunction with respect to the
grading activities on the Ians of Jarvis, 2055 Old Page Mill Brad. The hearing
on this matter was scheduled for 11/19/85.
D. REPORT ON VIOLATIONS OF TOWN'S SIGN ORDINANCE:
The City Manager reported that under the current ordinance on political signs,
they were prohibited completely on public property and partially restricted on
private property. As it was extremely difficult for the Town to determine exactly
what is Tuan property, he stated that signs would not be removed unless they
presented a safety hazard. The City Manager asked that Council initiate a review
of the sign ordinance prior to the next election including the recamandations that
all wall signs be prohibited and signs net be allowed any closes than 2 to 3'
from the edge of pavement.
PASSED BY CONSENSUS: To initiate a reviews of the sign ordinance prior to the next
election and to place on a future Council agenda for review and discussion.
Mr. Gene Smith, 26950 Moody Court, caamented on the reroval of signs from his
Property and also noted that Mr. Bellucci had removed several trees on his property
SO his political signs could be seen more clearly. Mr. Smith also cemented that
in his opinion it was very bad taste for the American Flag to be displayed on Mr.
Bellucci's political signs.

There being no further new or old business to discuss, the City Council adjourned
at 5:15 p.m.
