Mayor Dxookert called the Special Meeting of the City Council to order at 8:35 a.m.
in the Council (clambers at Tuan Hall.
A. BULL CALL:
Present: Mayor Dronkert and Councilmenbers Allison, FuhrMan and van Tamelen
Absent: Councilor Rydell
Staff: City Manager George Scarborough, City Engineer Michael Enright,
Engineering Technician William Ekern and City Clerk Pat Dowd
H. STUDY SESSION CN F104XU POO S -CURVE:
The City Engineer explained the draft plans for the Fremont Road S -Curve. These
plans called for the widening of Fremont Road from Edith to Campo Vista, installs -
tion of bikelpedestrian7eguestrian paths on each side of Frmont, reroval of the
eucalyptus trees and installation of retaining walls.
Mr. Paul NOWdck, engineer, clarified details of the plans and noted that a possible
option was to move -a=o the path to the lower side of Fremont Road.
Council discussed. the plans before then and various options available to then to
improve the S -Curve situation. Allison commented that he was not convinced the
Town was justified in pursuing a project of this magnitude and cost. He further
oomented that the suggestion made by Mr. Nowack might be a viable option to solving
the problem of getting people around the S -Curve safely. Dronkert strongly urged
approval of a soils engineer reporting on the proposed project particularly since
the retaining wall accounted for 2/3 of the cost of the project.
Stutz, Cllaivman - Pathways Committee, stated that the original intent was not

the uphill path and strongly supporta clear p of inp enetation for the S-curve
Project. Carol Gottlieb, Plannv'g Commissioner, commented that several years ago
when this project was first discussed, it was her understanding that the retaining
wall was going to have to be replaced anyway. Mrs.Leslie ies, 355 Warec Way,

representatives in the discussions and decisions regarding the S -Curve Project. Mrs.
Marc Kaufman, 19100 Donelson, expressed concerns that if the path were on the lover
side of Freoont Rad there would surely be two-way bike traffic (the downhill bikers
would use the path instead of the road). Mrs. Kaufman supported the path being on
the sane level as the road, the remval of the eucalyptus trees, the installation of
` stop signs on Fre ont at Edith, and more patrols by the Sheriff's Department of the
01 Freront Road S- carve area particularly during early morning commute traffic hours.

The City Engineer outlined the four options for theS-(love Project: retain existing
Path with improvements; lessen scope of present project with retaining walls;
existing project (also requires acquisition of rights -of -gray fon two property owners);
and relocation of the path to the lower side of Fremont Road.
It was agreed that conceptual plans on the options would be available for Council
at their 12/18/85 Council Meeting and after this meeting the materials would be
available for Planning Camussim, Pathways Cmmittee and Bullis School information
and comments. The Fremont Road S -.curve project would then be placed on the Council
agenda for their meeting on January 16, 1986. It was further agreed that a cost
estimate for a soils engineer for the S -Curve project world be available at the 12/4/85
Council meeting if this information was available.
C. ADJOURMNT:
There being nen further new or old business to discuss, the City Council adjourned
at 10:50 a.m.
