Mayor van Tamelen called the Special Meeting of the City Council to order at 3:30 p.m.
in the Council Chambers at Tann Hall.

Mr. Thomas Henderson, General Manager - Solid Waste
included project alternatives (out of area landfill, process landfill, mass
burn and RDF burning), recycling projections, timeframe for facility and a
summary of the project reo mnendations. A question and answer period followed
which included discussion of the following: processing; impact of traffic;
financial cost of Bryan Canyon and access road; alternate access mutes;
alternate sites, i.e. acreage off Highway 237 next to Sunnyvale plant; and
recycling (pilot program with targeted businesses).
Mr. Sidnev Mitchell, 1565 Honeysuckle Place - Los Altos, addressed the Council
in support of the Highway 237 Baylands Park Site adjacent to the Sunnyvale
Dump. Mr. Mitchell strongly urged Swva to consider use of this site and to
take the appropriate steps with the Corps of Engineers for a preliminary study
of feasibility of the site.
Mr. Lyman Black, Chairman - CROAKE, addressed the Council concerning Mr. Henderson's
presentation. It was the opinion of CImARE that SvA had not arrived at an
acceptable solution nor had they answered several basic questions. Mr. Black
suggested SwMA be disbanded and a new organization be formed with a focus on
material recovery, with eVhasis on educational function (both residential and
industrial); inple mentation and control of transfer station; and provision for
a market stabilization function (working with the public encouraging recycling
and supporting use of recyclable products).

B. DISCUSSION OF SOLID 4i4STE NMAGEMENT
Council discussed the information which they had received and the
suggestions and omments from Councilman Allison, the Town's repre-
sentative on the SRM Board. Council concurred that at this time
Bryan Canyon did not appear to be a viable option; interim solutions
to the problem should be pursued; existing capacities should be
identified; progressive recycling programs should be encouraged; and
a truly regional solution to the problem should be investigated. It
was agreed Councilman Allison would relay this information to the
SVM Board on January 18, 1984.

adjourned at 6:00 p.m.
