I, Side II, 213-806 Mayor Allison called the Special Meeting of the City Council to order at 3:50 p.m. in the Council Chambers at Town Hall. All CO ncil:mnbers were present except Councilman Rydell. Consultant Marty Tarshes and City Clerk Pat Dowd were present. Ed Hering, San Jose Mercury News, was also present. Marty Tarshes, consultant, presented a brief status report to the Council on the recruitment process for the City Manager position. Advertisements had been placed in the following publications: Jobs Available, Western Cities and the International City Managers' Association Newsletter. An announcement for the position would be prepared which could be approved by the Council prior to appropriate distribution. PASSED By CONSENSUS: To establish a Selection Committee caTprised of two public service members (to be named by Mr. Tarshes), two residents of the Town and Mr. Tarshes. mDTION SEOagDED AND CARRIED: Moved by Dronkert, seconded by van Tamelen and passed unanimously by all members present to appoint Andrew Cochran and Arthur Iachenbruch to the Selection Camtittee. PASSED BY CONSENSUS: Tb direct Mr. Tarshes to advise Council should he receive knowledge of an appropriate candidate for the position. PASSED By CONSENSUS: To direct Allison and Dronkert to work with Mr. Tarshes as Council liaisons on this project. W. Tarshes advised Council of the following tentative schedule: applications due the end of May; midjune initial screening by committee completed; end of June (two days scheduled together for convenience of applicants) completion of committee and Council interviews; and appointment the beginning of July. Council discussed with Mr. Tarshes the profile of the City Manager position. The following issues were addressed: financial knowledge, implerentation of policies, simplification of procedures, motivation of staff, good interpersonal skills, cooperative interrelationships with committee members and other City governments, and accessibility by the residents.
