Mayor Allison called the Adjourned Regular Meeting of the City Council to order at
4:00 p.m. in the Council Chambers at TOM Hall.
A. ROLL CALL AMID PLEDGE OF ALLEGIANCE:
Present: Mayor Allison and Councihnemlers Dronkert, Fdu:man, Rydell and van Tamelen
Absent: None
Staff: City Manager Ann Hinshaw, Acting City Engineer Gordon Miller, City
Attorney Frank Gillio and City Clerk Pat Dowd
Press: Florence Pallakoff, Ins Altos Tuan Crier; Peter McCormick, San Jose

1. Public Hearing:
a) Consideration of Budget for Fiscal Year 1984-85
Ann Throop, Ins Altos Library Commission, asked the Council to reconsider their
ecrsion at a recent get Study Session to limit support to the Santa Clara
County Library to $4,500 rather than the $9,082 originally requested.
NOTION SECONDED AMID CARRIED: Moved by Rydell, seconded by Dronkert and passed
unanim7usly to appropriate $9,082 in the 84-85 budget for the Santa Clara County
Library.
Council noted that since they had just received the revised version of the
proposed budget, they had not had time to review and study it.
NOTION SECONDED AMID CARRIED: Moved by van Tamelen, seconded by FUhrman and
passed unanimously to continue consideration of the budget for fiscal year
1984-85 to the July 5 Council Meeting.
C. UNFINISHED BUSINESS:
1. Report on Los Altos Sewer Agreement
The City Manager presented an overview of her 6/26/84 staff report which listed
the concepts the Town had reached agreement on with Ins Altos. The base document
for the concepts discussed was the draft agreement prepared by the Torun dated 4/10/84

Pril'ION SECONDED APED CARRIED: Moved by van Tamelen, seconded by Dronkert and passed
unanimously expressing no objection to the proposed resolution of the City Council
of the City of Los Altos establishing a schedule of sewer capacity acquisition
charges.
D. NEW BUSINESS:
1. Report on Organizational Analysis:
The City Manager presented an oral report to the Council on her organizational
analysis which addressed and included the following issues: 1) more staff was
needed but there was the problem of available revenues; 2) additional sources
of revenue should be investigated to support additional staff; possibly the
establishment of fees for those services pertaining to an individual rather than
to the Tom; 3) both the City Engineer and the City Manager's offices should
have back-up support; 9) the work load should be re-evaluated after the mnputer
is in place. Regarding the maintenance crew, the City Manager noted that there
should be realistic expectations of the amount of work the crew could acoonplish.
Besides the option of hiring more crew, there was the option of possible volunteer
assistance. It was also noted that inquiries could be made of other ceanmities
concerning the rental of equipment to facilitate the ompletion of certain jobs
in Town in the most cost effective and efficient manner.
2. Job Descriptions: City Clerk, Secretary (Building, Engineering/Planning), Staff
Assistant
The City Manager noted that the job descriptions before Council for the City Clerk
and Secretary coapleted the job descriptions for all the Town Hall staff. The
job description for staff assistant was a new position proposed by the City
Manager which would be 1 finance, h engineering, a planning. This position had
been included in the proposed budget.
Ken Phillips, Chain--- - Finance Crnmittee, expressed the opinion that it would
be appropriate to deter the approval o£ this new position until the new City
Manager was on hoard. Mr. Phillips also noted that according to the conmittee's
calculations, the Town did have sufficient funds to hire additional staff.

the following roll call vote to continue consideration of the staff assistant
position for input from the new, City Manager.

k3. Acting City Treasurer Position
PASSED BY CONSENSUS: Agreement by Council that it world be appropriate to
have a resident as Acting City Treasurer.
Ken Phillips, Chairman - Finance Cmmittee, suggested a member of the Finance
Committee, Frederick Duhring, as Acting City Treasurer.
It was agreed discussion would take place with interested persons concerning
this position and it world be agendized for a later Council Meeting.

There being no further new or old business to discuss, the City Council adjourned
at 5:50 p.m.
