B. STUDY SESSION - PRIORITIFS:
Council had before them a list of 42 Town priority items for their review and
study. This list had been caviled in part from lists sukmitta3 by Councilmonbers
on this issue. A general discussion followed on the difference between policy
matters and implementation items; immediate needs versus long -teem goals; financial
restrictions; and limited resources available for certain projects.
With the arrival of the City Attorney, the City Council adjourned to Closed
Session for Personnel at 7:50 p.m. and reconvened at 8:45 p.m.
As a beginning step regarding a priority list, Council agreed to review each
item for clarification purposes only. In doing this, it was pointed out that
some matters were being addressed by Tam caumittees. In particular it was noted
that the matter of mosquito control for 1983 would be assigned to the Pollution
Control CmTnittee. Council agreed to add the following matter to their list:
Matadero Creek Subdivision - wrap up. Council further agreed to schedule a con-
tinuation of this study session - date to be determined at the April 6 Council
meeting. Before the next session, there would be the opportunity to categorize
the items on the list, consider additional topics and determine strategies for
proceeding with the process of establishing priorities.
