II, Side II, 052 -end mayor van Tamelen called the Adjourned Regular Meeting of the City Council to order at 7:00 p.m. in the Council Chambers of Town Hall. A. ROLL CALL: Present: mayor van Tamelen and Councilmenbers Allison, Perkins and Proft Absent: Councilwoman Hillestad Staff: City manager Ann Hinshaw, City Planner John Carlson and City Clerk Pat Dowd Press: Florence Pallakoff, Los Altos 'Town Crier B. BUDGET STUDY SESSION• The City manager presented a brief overview of the proposed budget before Council. The following notations were made: 1) the capital improvement budget was not included in the proposed budget; 2) a separate budget had been established for the Town's wumittees; 3) fringe benefits were listed in the salary sections to more accurately reflect Employee costs; and 4) maintenance costs of the Town vehicles were allotted to the individual budgets. Council discussed in general the budget before then, noting that it involved the establishnmt of priorities and how to fund said priorities. Perkins asked for a one-page suimery showing expenditures and revenues. Discussion was also held concerning the possibility of adopting a preliminary budget until the audit figures were available and then adopting a final budget. It was further agreed that the budget should be updated throughout the year, perhaps on a quarterly basis. Council also asked that each budget page be nuunbered and dated for clarifi- cation purposes. PASSED BY CONSENSUS: To place the proceeds from the Matadero Creek Subdivision in the appropriate Tann funds rather than in the General Fund. PASSED BY CONSENSUS: To change the 1982-83 proposed figures in the budget to an actual best guess as to what the figures will be for that year. Louise D onkert, 127431BlackMountain Road, expressed the opinion that the fisting 'materials, supplies and services' was too much of a catch-all. There should be more of a clarification of what services were involved. Mrs. Dronkert also noted that the Finance Committee would be reviewing the budget for possible suggestions as to format changes.
