II, Side I, 001 -end; Tr. II, Side II, 001-200 Mayor van Tamelen called the Adjourned Regular Meeting of the City Council to order at 9:00 a.m. in the Council Chambers at Town Hall. A. ROLL CALL AND PLEDGE OF ALLEGIANCE: Present: Mayor van Tamelen and CouncimmmbersG Allison, Hillestad, Perkins and Proft (Councilwoman Hillestad arrived at 9:30 a.m. and left at 10:30 a.m.) Absent: None Staff: City Manager Ann Hinshaw and City Clerk Pat Dawd Press: Florence Pallakoff, Los Altos Tom Crier Before the Council began the agendized items, they agreed to hear a report by a resident on drainage problems on his property. Mr. Paul Stock, 25541 W. Freront Brad addressed the Council concerning the boding which had taken place on his property during the last winter storms. c Mr. Stock asked Council to include his area when making budget decisions regarding av storm damage expenditures. He also expressed serious concern that this matter be addressed before the next rainy season began. PASSED BY CONSENSUS: To direct the Acting City Engineer to meet with Mr. Stock and to present a report at the 7/20/83 Council meeting. B. CONSENT CALENDAR: 1. Resolution for Adoption: a) Resolution # ordering the performance of certain work The City Manager referred to her staff report dated 7/11/83 concerning the request for proposals for consulting engineer for various projects. It was noted that these services were required to prepare plans, specifications and estimates for various street and other projects in Town. Said RFPs would be sent to qualified engineering firms which could provide soils and engineering designs as required. Council discussed the report before then and the attached exhibits: Exhibit A listing projects which did not need to be c repleted right away and Exhibit B showing projects which must be cxnpleted before the next rainy season. Regarding Exhibit B there were several cortmnts: #2 Moody Road at Francemont Road - City Manager to contact John O'Halloran at the Santa Clara Valley Water District; it is possible the SCVFA may have sane responsibility; #5 Adobe Creek at Chaparral Way - subdivider will be notified; #10 Ascension Drive at Anacapa Road - some attempt should be made to contact owners for them to share responsibility of costs for slides from private property onto public. Proft stated that a list of such areas should go before Council so they could review and decide if Town or resident should pay; #11 Natcma Road - not shown in capital improvements (inadvertently omitted - will be added to capital inprovements budget). CONSEW CALENDAR (continued): Lr M7TICN SECCNDED AND CARRIED: Moved by Proft, seconded by Allison and passed unanimously to authorize the City Manager to request proposals for consulting engineer for various projects in Town as outlined in the 7/11/83 staff report. C. STAFF - REFORCS, CORRESPONDENCE AND ANNOUNCEMENTS: 1. City Manager: a) Ordinance #269 Flame retardant roofing John Sanders Fire Chief - Los Altos Fire Departmment, supported the continuation of Ordinance #269 as it presently read. He cited examples of the effects of fire retardant roofing and further noted that the LAFD considered all of Los Altos Hills a hazardous fire area. Alma Wood, 12151 Stonebrook, asked for clarification of what types of reefing were presently permitted by the ordinance. Mrs. Wood also noted that for some time she had had serious concerns about the requirement of spark arrestors (and the enforce- ment thereof) and discing in Town. Louise Dronkertmember of the Los Altos County Fire Protection District Commission reported that the Commission had met 7/11/83 and strongly reeca ended not changing Ordinance #269. Lorraine young, Campo Vista, expressed the opinion that the ordinance should be in effect only in the high fire hazard areas; all of the Town should not be restricted because of certain hazardous areas. Lucile McLaughlin, resident, asked why such places as %bedside and Atherton did net have such an ordinance but only recommended fire retardant roofing. Council discussed the ordinance before than. In addition to the cements made during the meeting they also reviewed the Manager's staff reports dated 7/6/83 and 7/11/83. Council agreed not to change the ordinance concerning fire retardant roofing at this time. They did however ask both John Sanders and Louise Dronkert to provide materials on this issue which could be kept at Town Hall and could be available for the residents' information. Such materials should include specific information on the life expectancies of fire retardant roof materials and different types of roofing materials which would be allowed under Ordinance #269 as it was in effect. Both Mr. Sanders and Mrs. Dronkert agreed to put together said materials. � � a. r ••�'�aw'� �h Council discussed the following issues which were directly related to the budget before than: fund balance figures for Matadero Creek Subdivision; appropriation limit; and options for raising revenue such as a tax -override. Regarding the options for raising revenues, Council requested a staff report on this subject at the 7/20/83 Council meeting. Concerning the possibility of a tax -override, it was agreed that the City Attorney would have available at the 7/20/83 Council meeting the information needed for such a tax -override. Tentatively the taxbverride would be specifically for the purpose of storm -related capital improvements and particularly for streets and drainage; would be for a period of three years; and would have different amounts for improved and unimproved lots. It was further noted that the City Clerk would obtain the cost of a special mailing so the Torun could obtain said funds, if approved, by April 10, 1984. Council agreed to further discuss the option of a tax -override at the 7/20/83 meeting- -2- CITY COUNCIL, MINUTES - July 12, 1983 D. STUDY sEssioN - 1983-84 PROPOSED BUDGET: (continued) MOTION SECONDED AND CARRIED: Moved by Allison, seconded by van Tamelen and passed unanimously by all menbers present to authorize the City Manager to request the auditor, at a cost of $40/per hour, to prepare the proper account titles for the Miatadero Creek Subdivision and to assist in the closing of the Town's books. MOTION SECONDED AND CARRIED: Moved by Allison, seconded by Perkins and passed unani- mously by all nmmbers present to direct the City Attorney to prepare a revised resolution concerning the appropriation limit for the 7/20/83 Council meeting; said revision to include the statment that the appropriation limit would be adopted with the full knowledge that the Tann would exceed the amount but would readjust the figures within the next five years. Louise Dronlcert 27431 Black Mountain Road, suggested that Council assess the probable results of a tax -override and who would fund such a campaign. Account 41-451 - Suer Department PASSED BY CONSENSUS: To direct the City Manager to place sewer monies in a separate category outside of the General Fund. MOTION FAILED DUE TO LACK OF A SECOND: Moved by Proft to direct Los Altos to assess the Ins Altos Sewer Basin Customers an amount necessary to generate $10,000 for sewer maintenance and repair. Account #1-460 - Parks and Pathways Delete $5,000 in 'other equipment' for the purchase of a sweeper attachment for the backhoe. PASSED BY CONSENSUS: To direct the City Manager to investigate the possibility of a tractor with treads and other options for clearing road paths and report back to Council. Account #1-462 - Cmmmm;ty Services (formerly Cultural) addressed the Council concerning the matter of library support. Mrs. Dronkert distributed materials prepared by the Canmission which included background showing the Hills' support of the libaries over the years. In view of recent conversations Mrs. Dronkert felt it was important these facts were known to residents of Los Altos and Los Altos Hills. Council discussed the proposed $8,000 support for the library in the budget before then. Proft recaamsded the library system be set up under its own taxing agency and further stated that prior to Proposition 13 the library tax rate was 26.6§ and the tax rate for Los Altos Hills had been 30.0§ MOTION SECONDED AMID FAILED: Moved by Allison, seconded by Proft and failed by the following roll call vote to delete the $8,000 library support in Account #1-462. j AYES: Coumcilmebers Allison and Proft �r NOES: Mayor van Tamelen and Councilman Perkins ABSENT: Councilwoman Hillestad -3- CITY ODUNCIL MINUTES - July 12, 1983 D. Account - Town Committees M7TION SE MIDED AMID CARRIED: Moved by Allison, seconded by van Tamelen and passed unanimously by all members present to delete the $500 for a newcomer pamphlet, delete the $1,000 for a survey of resident disaster skills and add the survey to the newsletters, and change the amount budgeted for two newsletters from $2,000 to $1,500. MOTION SEODMIDED APED CARRIED: Moved by Prof t, seconded by Allison and passed by the following roll call vote to delete the expenditure for a Town booklet. AYES: coumcilmendbers Allison, Perkins and Proft NOES: Mayor van Tamelen ABSENT: Comcilwmian Hillestad Mayor van Tamlen camnented that she and Julie Burian, ChaRrm n of the Environmental Design Parks and Recreation Cannittee could be meeting in the near future with outside sources for possible funding of this project. GENERAL ORDERS APED UNFINISHED BNISINFSS: %WAllison reported that the study session on the issue of cable tv had been scheduled for Monday, July 25, 1983 at 7:30 p.m. The City Clerk was directed to issue press releases to the Los Altos Town Crier, the San Jose Mercury and the Peninsula Times Tribune. LANDS OF HATH, File FM #1-82 - time extension request M7SION SECONDED AMID CARRIED: Moved by Allison, seconded by Perkins and passed by the following roll call vote to approve a time extension request of ninety days for the tentative map, Lands of Huth. * G.
