CITY COUNCIL MINUTES - March 18, 198� C. SPECIAL REPORTS: 1. Reports from Standing Committees: none 2. Reports fr� Ad Hoc Cannittecs: mcj�aynolds suggested that the Ad Hoc Public Safety Cm�mittce Report on Public Safety be presented at a Council meeting scheduled for the near future. After of brief discussion, Council agreed to schedule an adjourned regular meeting for Thursday, march 25, 1982. 3. Reports frm the Planning Coranssion: nome 4. Presentations from the Floor: �Ii2l ,osbru�k, announced that the Los Altos Senior Center was P ce ody u" Ljp� �� ac the Hillview cm�mity Center. Mrs. Wood further asked Council to consider financial support of this org�zation, noting that many Los Altos Hills' residents participated and benefitted from the activities of the Los Altos Senior Center - Council asked Mrs. Wood to provide a letter from the Los Altos Senior CWrdinating council outlining their activities, background and goals. The Council would ask the City Attorney if this were an appropriate activity to financially Support on the Town's part and the matter could be discussed at the next Oouncil meeting. In addition, Council agreed that an arnoucement of the Pancake Day would be Placed in the forthooming Town Newsletter. Mildred Gallo, 25720 Lalanne Court, made the following statement and asked that I record in the utes ver IM: residents learned that City Manager Crowe had notified the newspapers that press confer- ence had been scheduled for 3:30 p.m. today. We all believed it would be an open meeting and would be open to the public. We went to the Council Chambers and no one was present. Staff acknowledged no knowledge of a meeting. I asked Mr. Crewe and he assured me there was no meting. At 3:40 p.m. I opened the Manager's office and Mr. McReynolds bodily tried to push me out - net once but twice. I left after handing same information to the people present. There was no sign on the door that there was a meeting of any kind in progress. I was publicly humiliated in front of the newsmen and the grinning Mayor Proft. This is another of many incidents of how residents are treated at Town Hall. We are often lied to, ignored and insulted, Their attitude is 'the public be damned - we will haw our cwn way'." ThrooD, 27272 Byrne Park Lane, , asked Council what the status was of the M, U billing ZFEr�ge and the possibility of overcharging Jos Altos Hills' residents. The mayor responded that he and Mayor Eng of Los Altos had had several discussions on this subject. Los Altos Hills would be making the refund after certain tax printouts were made available. Although there had been sane delays in resolving this matter due to conflicts in schedules, etc., Proft stated that it was a high priority and discussions would continue with Los Altos. %W -2- CjTy COLWIL MINUTES - March 18, 1982 C. AyTION SECOIBED AkD CARRIED: Moved by Nystrom, seconded by McReynolds and passed u,,,imously to direct staff to answer Mr. Conlon's questions regarding Matadero Creek. It was noted that the City Manager would be discussing the property during the Council meeting and most of the questions could be addressed at that tim - Mr. Conlon agreed to this with the request that he receive a response to question number eight regarding the bids for contracts, procedures, etc, in writing. d no Oscar sobeli,,2116 Christopbers' Lane , expressed his opinion that he ha wn- 1clenoe ��111 -- — that all actions be postponed until after the election. D. STAFF - REPORTS, ODRRESP2PENCE AND AIMUNCN�UM 1. city Manager: a) Matadero Creek Subdivision The City manager presented his report on the Matadero Creek Subdivision to the Council. This included a slide presentation, a brief backgrotu-,d of how and why the Town purchased the property, the appraisal Procedure, a reoomm� dation of terms, conditions and mii=um bids for the lots and an explanation of the bid procedure. willim Hughes, Assistant City AttOrnOY, noted that as stated in the City Attorney's MeMO of March 15 the bidding procedure was a series of specific steps which were mandated by law. myPION SEODNDED AID CARRIED: Moved by Nystrom' seconded by Perkins and passed unanimously to adopt Resolution #1428 declaring the intention of the City of the TOWn of Los Altos Hills to sell parcels of real property and calling for scaled bids. b) public 'Abrks Cam�iCatiOftS System The City manager referred to his memo Of March 12 which included a compilation Of bids for a public works communications system and a recommendation to purchase the Motorola package on a lease/PurchaSs Plan - council addressed several questions to the City Manager- Specifically, Perkins questioned what it would cost to continue to use the present equipment even though it had been pointed out that the systcm the Town had been on was not a proper channel for the TOWn to Use- The City manager responded that it would cost approximately $8-10r000 to update the equipment and then the Town May not be able to use it. -3- CITY COUNCIL MTNUfES - March 18, 1982 D. STAFF - REPORTS, CORRESPONDENCE AM ANNDUNCRA=: l.b) City Manager (Continued): Andrew Allison, 27360 Natoma Road, asked if the FCC had issued a license for the proposed system. fn -respon� to the reply that the license was currently being processed in D.C., Mr. Allison suggested that approval of this system be postponed until the Town had actually received the license . MXION SBCDNDED AND CARRIED : Moved by Nystrom, seconded by McReynolds and passed by the following roll call vote to approve the purchase of the Motorola package and to grant authorization to obtain a lease purchase plan. The contract with Motorola will haw the contingency added that if for my reason the Town does not receive its license, the contract will be cancelled. AYES: Mayor Proft and Councilnembers Hillestad, McReynolds and Nystrom NOES: Councilman Perkins Due to a previous comma�ment, Councilman Nystrom left the meeting at 9:35 p.m. 2. City Engineer : a) Request from SAS Homes for time extension - remedial earth�work/Tr. 6297 The City Engineer presented his report which included a brief background of the agreement with RAS Homes to perform remedial earth:work on Saddle Mountain Estates The report also included a request from BAS Homes for a one-year extension to perform this reconstruction work and the staff Is recommendation that an extension be granted only to October 1, 1982 so that the work would be completed before %W the winter. Steve Stem, 13333 LaCresta, ident of RAS Homes addressed the C�ouncil and explained why SAS Homes =sting me As he noted in his letter of February 12, lot sales had been down dramatically over the past year and it was their understanding that the work would be done after a site develop- ment permit had been issued by the City and the lot was being prepared for construction. council and staff discussed the ramifications of extending the time Period for this work to be completed. They also considered a letter from Mrs. Ch�n On Page Mill Read which expressed serious concerns regarding Lot 26 on Saddle Mountain Estates and the relationship Of that lot to ber Property' M:yTTON SECONDED AND CARRTED: M,,ved by McReynolds, seconded by Hillestad and passed by all members present to continue consideration of the request by BAS Homes to extend agreement for remedial eart1work until the City Attorney had had an opportunity to study the request and make a recmmendation. b) Letter to ABAG regarding Housing Element The City Engineer explained that the Town had a deadline of March 31, 1982 to submit a revision to the housing needs nurbers as stated in ARAG's Housing Needs Report. City Attorney: a) Reppt on litigation involving new state reapportionment Plan The Assistant City Attorney reported that the lawsuit had been filed by the city of San Mateo. While it would not be necessary for the Town to actually join the lawsuit, it wpuld be appropriate, if Council desired, to direct the Mayor to send a letter of support to Palo Alto - PASSED By CDNSENSuS: To direct the Msayor to send a letter to the MYOr Of Palo Alto supporting their position regarding the reapportionment issue. 4. Andrew Allison, 27360 Natal Road, asked how many spectators, vehicles and involved in the ram, Robert Ward responded that aPP�i- �cjpmts ��nld� mately 30-45 vehicles, 100 spectators and 80 participants were expected' The Director of public Safety reported that ho had discussed the details of the race with Robert Ward. He was satisfied that the race had been carefully thought out but needed Council's input regarding adequate liability insurance for the Town and the possible use of off-duty officers. �MION SECONDED AM CARRIED: Moved by Perkins, seconded by Hillestad and passed by all members present to adopt Resolution #1430 allowing the Foothill College Cycling Club to hold a bicycle race in the Town on April 18, 1982 with the terms as set forth by the City Attorney and with the input Of the Direct� of Public Safety. GENERAL ORDE16 AM UNFINISHED BUSINESS: In response to the Presentation from the Floor node earlier In the meting by resident Mildred Gallo, Mayor Proft noted for the record that the meting which was held at Town Hall the afternoon of the 18th was an infOrMatiOnal meting; not a public meeting open to anyone who wished to attend. G. ME BUSINESS: 1. Purissima Hills Water District - PLmp Station Request - Arastradero and Fremont Roads Graham Malone of the purissina Hills Water District explained to Council the possible iocation ot Ujj-prcposed -�district purp station, namely in the vicinity of Fremont and Arastradero Roads. Mr. Malone also mentioned the possibility of using the Liu property; however, this would result in an amunt of property left to the Liuts of less than one acre. At this tim the discussion was strictly informational. However, Yx. Malone was requesting the Planning C�ssion and the Council to consider the possible future use of the Liu's property Vicki Jones, 12600 Page Mill Road, asked Council exactly where the pump would be located , what wouia ze tne visua i impact, etc. Council responded that at this time no decision would be made; rather it was an informational item for discussion only. 2. Parade and Country Fair Day - May 22, 1982 (60 The City Manager announced a letter he had rcc��ved from the Little League concerning the plans for a Second Annual Hills Parade and Country Fair Day to be held on May 22 and sponsored by the Hills Little League and the Town. More details would follow and an article would be in the forthcoming newsletter; ho�evcr, the City Manager did want the Council to be aware of the date for their calendars. H.
